Quick addendum about how homebuilding works. The most important input is land, which takes 2-3 years to zone and do the horizontal construction (e.g., roads, power, water, grading, etc). No one knows what the housing market will look like 2-3 years from now, but the upfront investment is tens of millions of dollars. Built-to-rent creates a backup option for that housing development. If the housing market is bad, the homebuilder could switch to making it a rental community. Now, the Act will only give the the builder one option: sell the houses or declare bankruptcy.
