President Trump’s decision to suspend military aid to Ukraine is shocking. There is no other possible reaction. But does it mean that the US under Trump is abandoning the nation invaded by Putin and its European NATO allies? Worse still, is it just one step away from withdrawal from the NATO alliance? That is not how the British prime minister, Keir Starmer, is choosing to interpret it, according to those close to him. He sees it as a tactic to put pressure on Volodymyr Zelenskyy “to come to the table” to negotiate a peace deal. So although this sign of a brutal rift between the US and American alliance is lamentable, it does not knock Starmer, Macron and NATO’s secretary general Rutte from the course they were already on. As I reported last night, they are working round the clock with Zelenskyy to draft a framework for a ceasefire that would then allow formal peace talks to start. Trump has, if anything, massively increased the importance of formulating such a ceasefire plan as expeditiously as possible. We may see the ceasefire proposal as soon as Thursday or Friday. And then comes the moment of truth, because that is when it goes to Trump for his endorsement and imprimatur. If Trump reads it as a manifestation that - in his terms, and thanks to his pressure - Zelenskyy is “ready for peace”, then maybe the process of finding a settlement that preserves Ukraine as a sovereign state can start. If he rejects it though, what already feels like the worst crisis in US/European relations since before the Second World War will become deeply traumatic. It is hard to overstate the magnitude of what is at stake.

The one cloud for him is that MPs on the left of his party have abandoned any restraint they had in expressing their opposition to the overseas aid cuts
