I’ve often stated that my political philosophy and administrative approach do not change based on my position – whether in Govt or Opposition, and with any portfolio. In particular, I have always maintained that Human Resources (and their attitude, skill, and performance) are far more important to any organization, including the Government of Tamil Nadu, than Finances. In keeping with that principle, I inaugurated a state-of-the-art Training Centre for E-governance at the Tamil Nadu e-Governance Agency (TNeGA), built at a cost of Rs.1.93 crores. This centre will impart training to IT & DS officials, and to other departmental stakeholders, and will function as one of the principal agents of change in e-Governance through training and capacity building. Another principle I have fostered in the past two years is to reduce the need for citizens to come to Government Offices or meet Government Staff for access to basic services – which is their right. To this end, we already launched the “e-Sevai for All” scheme from Madurai on the 19th of May. To further reduce the need for people to visit physical offices, we also launched the “Nambikkai Inaiyam” today – the Blockchain backbone of the state of Tamil Nadu, along with e-Pettagam – a citizen wallet mobile app. The Nambikkai Inaiyam is a blockchain-as-service infrastructure that will allow citizens to securely store their documents and data, protecting it from tampering, hacks and leaks. As digital security and privacy grow more crucial each passing day, this is an important step ahead. In the first phase, the wallets will allow for the secure storage of 24 e-Sevai generatable documents and other certificates (such as academic degrees). This will enable the government to build efficient inter-departmental workflow and ensure the secure exchange of data and digitised documents. But the real value is that citizens can use the e-Pettagam app to securely submit their certificates as verified components accompanying online applications.
