The organisation alleges serious concerns regarding conduct within the Directorate and has called for a thorough and independent investigation into the matter. [MKHWANAZI AND LERUTLA GRANTED BAIL] The Boksburg Magistrates’ Court granted bail of R30,000 each suspended Ekurhuleni Metro Police Department (EMPD) Deputy Chief, Julius Mkhwanazi, and his co-accused, Ekurhuleni Municipal Manager, Kagiso Lerutla. The court found that the accused satisfied the requirements for their release on bail each and that the interests of justice permit their release, subject to conditions. The State alleges that in March 2019, the accused acted with a common purpose to unlawfully evade court proceedings. Following Lerutla’s arrest for speeding and his obligation to appear before the Boksburg Magistrates’ Court, the accused allegedly recruited and paid a third party to impersonate Lerutla in court while he attended a job interview. It is further alleged that the third party appeared in court under false pretences and completed diversion documentation using Lerutla’s personal details. The State contends that the accused shared gratification of approximately R400,000 for facilitating this scheme. The accused were arrested and subsequently charged with corruption, fraud and defeating the ends of justice. The State opposed bail, relying on the affidavit of the investigating officer, which highlighted a likelihood that the accused may interfere with witnesses and ongoing investigations, given the seriousness of the offences, their past conduct in undermining the criminal justice system, and their propensity to defeat the ends of justice. The matter was postponed to 13 May 2026 for a regional court date.

We are now told a Notice of Intention to Suspend has been served on Lt Gen “Dr” Molefe Fani, SAPS Divisional Commissioner for Supply Chain Management. Just this week we again called for the suspension of Gen Fani, so this is good news if it is followed through! This is the man whose signature opened the door for Cat Matlala. He often appears to be dancing away from accountability, despite SAPS recording more than R650 million in irregular expenditure in the last financial year, much of it linked to the procurement environment under his watch. The SIU findings relating to his time at National Treasury raise serious questions about non-compliance, conflict of interest and wasteful expenditure. Yet he was still placed in charge of SAPS Supply Chain Management, one of the most sensitive and corruption-prone divisions in policing. This is not just about one official. It is about a system that protects senior procurement failures while police stations run without vehicles, detectives drown in caseloads and communities wait for help that never arrives. South Africa needs clean SAPS procurement, recovered money, disciplinary action, and criminal prosecution where the evidence supports it. Watch this space! When accountability buckles, criminals walk straight through the front door (like Cat Matlala). Today I put it to Lieutenant General Fani, the supply chain head of SAPS, that he breached the integrity of the South African Police Service and opened the door for a convicted criminal to enter SAPS through a corrupted procurement process. He defended the process… until his own answers exposed him. This was not an administrative slip. It was a failure of leadership, a collapse of oversight and a danger to every honest officer who still believes in the uniform. South Africa deserves better. IC #adhoccommittee

[NOTICE OF INTENTION TO SUSPEND] Lieutenant General (Dr) Molefe Isaac Fani, Divisional Commissioner of Supply Chain Management in the South African Police Service, was formally served with a Notice of Intention to Suspend in terms of the South African Police Service (SAPS) Discipline Regulations. This action follows findings by the Special Investigating Unit (SIU) relating to his tenure at the National Treasury, where he served as the Acting Chief Procurement Officer. The findings relate to a contract that was declared irregular due to non-compliance with Supply Chain Management prescripts, conflict of interest, and wasteful expenditure.

PRESS STATEMENT For Immediate Release 25th April, 2026 GOVERNMENT POSITION ON THE REMAINS OF THE SIXTH PRESIDENT We wish to update the nation on developments over the past few days concerning the remains of our Sixth President, Dr Edgar Chagwa Lungu. We want to put the facts clearly on the record. Dr Lungu passed away in Pretoria on 5 June 2025. Following his passing the South African Police Service opened an inquest into the circumstances of his death. That inquest is a matter for the South African authorities. The Government of the Republic of Zambia has had no involvement in the inquest process. The country will recall that on 8 August 2025, the High Court of South Africa ruled that Dr Lungu's remains should be released to the Zambian State for burial. The family was granted leave to appeal that decision to the Supreme Court of Appeal. However, no appeal was filed within the time permitted by the rules of the Court. The deadline for appeal was 13th April. By operation of law, the Zambian Government then moved to reinstate the 8 August judgment. Throughout this period the remains were held by the South African Police Service in connection with its inquest. The remains have at no point been in the physical custody of the Government of the Republic of Zambia. When the South African Police Service inquest process reached the point at which release to the Government of the Republic of Zambia was possible, the Lungu family approached the High Court in Pretoria urgently and obtained an order that the remains be released to them rather than to the Zambian State, and the remains were handed to the family on the evening of Thursday, 23rd April. We want to be clear with the nation on three key points. First, and we want to repeat this because it has been the source of confusion: the remains of the Sixth President have at no point been in the physical custody of the Government of the Republic of Zambia. They were held by the South African Police Service throughout, in connection with their inquest. Second, the Government of the Republic of Zambia has respected, and will continue to respect, every order issued by the courts. That is not a matter of convenience. It is a matter of principle. Third, the question of how a former President of the Republic is to be laid to rest is not closed by the latest court order. Dr Lungu served as President of Zambia for seven years. He was Head of State, Head of Government, and Commander-in-Chief of our Defence Forces. The duty the Republic owes to that office is not extinguished by a single order on custody, and Government will continue — through the proper legal channels, and with the patience this matter requires — to ensure the honours due to a former Head of State are properly discharged. To the Lungu family, the position of the Zambian Government is what it has been throughout. The burial of a former Head of State was never meant to be a contest, and it need not remain one. Government's willingness to engage with the family, in good faith, to find an arrangement that honours the Sixth President, is undiminished. Our position remains unchanged. President Hakainde Hichilema has been consistent throughout: his interest in this matter is constitutional. His concern is, and has always been, that his predecessor is accorded the dignity the office demands. The President has made it clear, that if his absence from the funeral will help facilitate a fitting send-off for the former President, he is prepared to stay away. This was communicated to the family eleven months ago. Our legal representatives in South Africa will take the necessary time to consider the latest order and what it requires of Government in the coming days. In the meantime, Government's work continues. President Hichilema and his team remain focused on delivering the mandate given to them by the Zambian people. Biography of the Acting National Commissioner, Lieutenant General Puleng Dimpane Professional Summary: Born in Mahikeng in the North West Province, Puleng Patricia Dimpane (49), is the first female officer to occupy the Chief Financial Officer(CFO) position in the history of the South African Police Service. She oversees the Finance and Administration Division of the SAPS and is an experienced senior manager with a career spanning more than 23 years in the Public Service, 18 years of which has been at a senior management level. She joined the Public Service as an assistant state accountant in 2002. She has vast experience in the field of Auditing and Accounting and management and has applied her trade at various government departments in the provincial sphere such as the Department of Sports, Arts and Culture, Provincial Treasury, Department of Health and the National Department of Education. She joined the South African Police Service in 2007 as a Senior Superintendent, responsible for Internal Audit in the Free State Province and rose through the ranks to become the Provincial Head for Finance and Administration at the level of a Brigadier/Director. After six years in the post, she was appointed as Chief Financial Officer (CFO) in the Department of Economic Development and Tourism in the Free State Province. She took a lateral transfer back to the SAPS where she served as the Deputy Provincial Commissioner, Asset Management until her promotion to the post of Divisional Commissioner: Financial Management Services in the SAPS in 2019. She holds a Bachelors Degree of Commerce (Auditing and Accounting) as well as an Honours degree in Business Administration, including various programs and certificates in strategic management and leadership. She is credited for her professionalism, Intergrity and her knowledge on governance matters. Under her leadership, the SAPS has been able to turn things around when it comes to its financial reporting for 5 years in a row. At some point, we as citizens must decide whether we will continue writing long petitions that go unanswered, or whether we will physically present ourselves at NPA/IDAC to express our dissatisfaction. If these institutions exist to serve the public, then the public must be heard.📣 Right now, many are raising serious concerns that IDAC is working against the very people it is meant to protect yet there is no visible effort to interrogate these claims or provide findings. What urgently requires scrutiny is the role of a seemingly captured IDAC, and the conduct of Adv Andrea Johnson. There are growing concerns about her approach, particularly where actions appear to target law enforcement officials attempting to serve the country, while serious offenders remain untouched. Allegations of unethical conduct, selective enforcement and the misuse of legal processes have entered the public domain, yet she remains at the helm, instituting prosecutions that we believe are influenced by external interests. How long are citizens expected to tolerate leadership that is openly questioned, especially when concerns about ethics have been raised even in formal platforms like Parliament? We cannot claim to be serious about accountability if this is the standard of leadership we accept. #RemoveAndreaJohnson 👟👟
