JOYEUX ANNIVERSAIRE À L’HONORABLE SECRÉTAIRE GÉNÉRALE DE LA FRANCOPHONIE 🎉🇷🇼 Joyeux anniversaire à Son Excellence Louise Mushikiwabo @LMushikiwabo une femme d’exception, symbole du leadership féminin africain et de l’excellence rwandaise sur la scène internationale. Figure emblématique de la diplomatie, de la gouvernance et de la communication politique, elle a consacré sa vie au service de son pays et de la communauté internationale avec intelligence, dignité et détermination. Son parcours inspire aujourd’hui des millions de jeunes, particulièrement les femmes africaines, à croire en leurs capacités et à viser l’excellence. Née le 22 mai 1961 à Jabana, dans l’actuel district de Gasabo à Kigali, Louise Mushikiwabo est la benjamine d’une famille de neuf enfants. Fille de Bitsindinkumi de Nyarugabo et de Nyina Nyiratulira, elle grandit dans un environnement marqué par la culture, l’éducation et les valeurs patriotiques. Très tôt, elle développe une passion pour les langues, la littérature et la communication, des talents qui deviendront plus tard les piliers de sa brillante carrière diplomatique. Elle effectue ses études primaires à Kigali avant de poursuivre ses études secondaires à Notre Dame d’Afrique de Nyundo, dans le district de Rubavu, où elle étudie les langues et la littérature. Elle rejoint ensuite l’Université Nationale du Rwanda à Nyakinama dans le département des langues anglaises. Plus tard, elle poursuit ses études aux États-Unis à University of Delaware, où elle obtient un Master en langues et traduction. Polyglotte accomplie, elle maîtrise plusieurs langues et se distingue par son éloquence et sa capacité de communication sur les grandes scènes internationales. Sa carrière professionnelle débute en 1984 comme enseignante d’anglais au Lycée de Kigali. Quelques années plus tard, elle s’installe aux États-Unis où elle travaille dans la traduction et la communication internationale. En 2005, elle rejoint la Banque Africaine de Développement (BAD) en Tunisie en tant que responsable de la communication, consolidant ainsi son expérience dans les institutions internationales. L’une de ses plus grandes réalisations reste son entrée au gouvernement rwandais en 2008 en tant que Ministre de l’Information et porte-parole du Gouvernement. Grâce à son intelligence, son calme et sa maîtrise de la communication, elle devient rapidement l’une des voix les plus respectées du Rwanda. Elle joue un rôle essentiel dans la présentation au monde de la reconstruction du Rwanda après le Génocide contre les Tutsi et dans la défense de l’image du pays sur la scène internationale. En 2009, elle est nommée Ministre des Affaires étrangères du Rwanda, fonction qu’elle occupe jusqu’en 2018. Durant cette période, elle accomplit de nombreux exploits diplomatiques : Renforcement des relations diplomatiques entre le Rwanda et plusieurs nations du monde ; Promotion de la coopération régionale et internationale ; Défense de la vérité historique concernant le Génocide contre les Tutsi ; Valorisation de la voix du Rwanda dans les organisations internationales ; Participation active aux grands débats internationaux sur la paix, le développement et la sécurité. En 2018, elle entre dans l’histoire en étant élue Secrétaire Générale de l’Organisation Internationale de la Francophonie (OIF), devenant ainsi l’une des femmes africaines les plus influentes dans la gouvernance internationale. Cette élection représente une immense fierté pour le Rwanda et pour tout le continent africain. À la tête de l’OIF, elle œuvre pour : la promotion de la langue française et de la diversité culturelle ; l’éducation et l’innovation numérique ; le leadership des femmes et des jeunes ; la coopération entre l’Afrique et l’Europe ; la paix, la démocratie et la bonne gouvernance.

This afternoon on the sidelines of the Nuclear Energy Innovation Summit for Africa (#NEISA2026), President Kagame met with Rafael Grossi @rafaelmgrossi, Director General of the International Atomic Energy Agency (@iaeaorg). Discussions focused on strengthening cooperation in the peaceful use of nuclear science and technology and advancing Africa’s nuclear energy ambitions for sustainable development. Earlier today, the IAEA Director General handed over to the President, the Integrated Nuclear Infrastructure Review (INIR) of Rwanda’s nuclear readiness, marking the successful completion of Phase 1 of the IAEA Milestones Approach and Rwanda’s progression to Phase 2, which involves preparatory work for a nuclear power plant.

Tanzania tumepiga hatua kubwa katika uzalishaji na umeme, na sasa Dira ya Taifa inatuelekeza tufikie uzalishaji wa megawati 70,000 ifikapo mwaka 2050. Kwa muktadha huo, tunaunga mkono uendelezaji wa nishati ya nyuklia katika kuongeza kasi ya kufikia lengo hilo, ambayo pia inaendana na lengo letu la matumizi ya nishati safi na salama. Ili kufikia malengo ya uendelezaji wa nishati ya nyuklia Afrika, nimesisitiza umuhimu wa kuimarishwa ushirikiano kati ya wadau wanaohusika ili kuwezesha upatikanaji wa fedha, rasilimali watu na teknolojia. Sambamba na hayo, ni muhimu wananchi wakapewa elimu kuhusu uendelezaji nishati ya nyuklia ili wawe sehemu ya mageuzi haya.

I’m in Kigali, Rwanda, where I just spoke at the opening of @NEISAfrica’s Nuclear Energy Innovation Summit for Africa #NEISA2026, together with 🇷🇼 President @PaulKagame, 🇹🇿 President @SuluhuSamia, and 🇹🇬 President @FEGnassingbe. Africa needs more energy, with around 600 million people still lacking access to electricity. The interest in nuclear power is real: about half of all @IAEAorg newcomer countries are African, and 13 are actively pursuing nuclear power programmes. Rwanda specifically is among the countries looking to nuclear energy as part of the solution, with plans for nuclear to contribute more than 60% of its energy mix by 2050. I handed over to President @PaulKagame the Integrated Nuclear Infrastructure Review (INIR), a report by the IAEA that assesses the country’s progress in developing the infrastructure needed for a safe and secure and sustainable nuclear power programme. Africa’s energy future will be built by Africans, and the IAEA is ready to continue supporting countries across the continent, from infrastructure development and capacity building to new technologies such as SMRs. Recent agreements between the IAEA and financial institutions such as the @WorldBankGroup will be key in turning ambition into reality. Thanks to @RAEB_Rwanda President @SinaZerbo for organising #NEISA2026 and this important conversation on Africa’s energy future.
