Because it's the average for the region over the last month. I said it has been unseasonably cooler across North Africa this summer. Just as it has been in the Arctic. Large regions over time, not just a single days temperature in just the coastal region of a single country. By focusing on just that smaller hot area and ignoring the rest of the continent is disingenuous.
