2/ Plus, they are defining these new "sources" of revenue as "not new revenue" in HJR so it can't be held to MO Constitution Article X, Section 18 & 26 for 3 years while #moleg can create new sources of taxes on any goods and services currently not taxed. A work around.

There has been a lot of discussion around Missouri’s “income tax elimination” proposal, and that is a good thing. The people of Missouri should be paying close attention. But the real discussion should not start with how to swap one tax for another. It should start with the size of government. If lawmakers are serious about tax relief, the first question is simple: Why are we not talking more about reducing spending? Our latest article takes a closer look at how this proposal has changed from the first version to the current one, which concerns were addressed, and which major problems still remain. Most importantly, it explains why this is not a simple tax cut. It is a framework that could shift the burden to other taxes, including broader taxes on goods and services, while asking voters to trust future lawmakers to do the right thing later. One line sums up the bigger issue: Growth is speculative, but spending cuts are measurable. If Missouri really wants lower taxes, the honest path is to shrink government first, cut spending, and reduce taxes from real savings — not rewrite the Constitution and hope future politicians keep their promises. 🚨 LEGISLATIVE RED ALERT: HJR 174 HAS CHANGED 🚨 Politicians in Jeff City just merged HJR 174 into a new substitute bill (HCS HJRs 173 & 174), and the biggest structural threats to Missouri taxpayers remain! They pushed this new version through committee with less than 24 hours' notice and NO public testimony on the changes. Why? Because they don't want you to know what's inside.
