65% of voters under the Tambaram Corporation are yet to return their SIR forms. Many still confused on what to fill in the 2005 section, whether camps will be held or BLOs will come door to door and some have missed both SIRs in 2002 and 2005 due to relocation. @MiltusMintu

With just ten days to go, close to 70% of people are yet to return their #SIR forms in Chennai. This is close to 25 lakh voters who haven’t given their forms back. District election officer J Kumaragurubaran said people were finding it difficult to fill the forms. RWAs and volunteers chip in to boost the drive.

Supreme Court’s eightweek ultimatum to remove stray dogs from public spaces such hospitals, colleges, bus depots, and railway stations has put Chennai’s civic authorities in the doghouse. Can @chennaicorp move the dogs to shelters in two weeks? It may take at least six months to build shelters first, say officials.

Day 1 of rains and Chennai’s civic infrastructure struggled to keep up. The near-absence or substandard quality of the city’s civic infrastructure came to the fore within the first two spells of monsoon this year in the most flood-prone areas such as OMR, Radial Road, Porur, and North Chennai's Pattalam. OMR neighbourhoods, home to about seven lakh residents, suffered inundation on Tuesday, bringing traffic and commute to a standstill. The short showers in the past couple of days have left OMR commuters wading through huge potholes and craters near Okkiyampet, Sholinganallur, and Karapakkam stretches, causing traffic jams. Even though deputy chief minister Udhayanidhi Stalin inspected OMR neighbourhoods on Monday, not much improved by Tuesday. Sholinganallur junction on OMR went under two feet of water, causing traffic chaos. Passengers on Tuesday struggled to board MTC buses, with many hopping into the buses from the pavements, fearing electrocution. Meanwhile, just two kilometres away in Perumbakkam, there were barely any roads visible. The IT and residential hub with 30,000 residents, is a mess. Perumbakkam Road, connecting OMR with VelacheryTambaram Road and housing the new metro line, is full of potholes and missing links. The interior stretches outside Gleneagles Global Health City, frequented by several hundred patients, and also gated communities such as Casa Grande and Embassy Residency, resembled a war zone. The panchayat receives about 30 road-related complaints, including potholes, every month. Panchayat secretary Narayanan said they don’t have adequate funds and have asked the gated communities to relay the roads themselves. “A few gated communities have agreed to this,” he said. The rain also exposed the shoddy civic infrastructure of south Chennai. TOI spotted that the Okkiyam Maduvu, a major flood channel for OMR, was filled with water hyacinth near the KCG College of Technology. The 2.8km channel, which carries OMR’s floodwaters from Pallikaranai to Buckingham Canal to sea through the Kovalam estuary, also lacks boundary walls, affecting neighbourhoods of Okkiyampet. Though OMR has stormwater drains, poor desilting of South Buckingham Canal, which has to carry a flow of valam estuary, isn’t at its full capacity. Water resources department removed the hyacinth on Tuesday afternoon amid the rain. The highways department is yet to build its promised direct macro-drain channel from Okkiyam Maduvu to the sea. North Chennai’s Vyasarpadi, Pulianthope, and Pattalam areas also faced inundation due to the failure of the pumping station in KM Garden and Thattankulam neighbourhoods on Perambur Barracks Road. This led to sewage overflow and stagnation in the area. Though TOI tried to contact mayor R Priya multiple times, she did not respond to calls. WRD assistant engineer Ambalavanan said about 75% of restoration work worth ₹27.5 crore has been completed in the Okkiyam Maduvu, and the remaining work will be finished only after the monsoon. “Wherever the waterway is only 70m, we are expanding it to 100m,” he said.

The pothole-laden Velachery-Tambaram road was turned into a stretch of slush by the state highways officials overnight. How? The highways officials dumped loads of cement on the road recently to fill the potholes. As rain followed shortly thereafter, the cement did not set properly and the 15km stretch is now a mess, endangering the lives and limbs of motorists and other road users. Vehicle tyres, too, got stuck. The potholes have reemerged near Jayachandran Textiles, while potholes on the other side of the road were never covered. This four-lane stretch is used by commuters from Radial Road to reach West Tambaram areas, including the railway station. Highways assistant engineer Murugan said they dumped cement to fix the potholes. “We are actively working to attend to complaints. All the potholes are being fixed through bituminous patchups,” he said. With heavy rain on Tuesday, the stretch saw vehicles moving as slow as 10 kmph. With inundation covering up the craters and no caution signboards, cars moved towards the non-stagnated farright part of the lane to avoid falling into pits. Residents said the road connecting DAV School Lane and Kamakoti Signal on the Tambaram–Velachery stretch, has become vulnerable in recent years. The road gets inundated whenever it rains. It was a bad idea to lay concrete during the rain, as it got washed away the same day, they said. They added that while traffic was lighter due to the festivities, it is expected to get hectic and chaotic from Wednesday. The highways have been lethargic in fixing patches and potholes. Immediate action is needed to address this issue, they said. When contacted, the Tambaram corporation commissioner, S Balachander, said their limit ends at Gowrivakkam and Sembakkam, and the rest of the stretch comes under other departments.
