If they want to challenge the law, take it up on appeal. And pretending otherwise is exactly how you erode the rule of law.

Cut off all of the federal funding that they are not in compliance with. Their fraudulent Medi-Cal system would be bankrupt within days. Then do the same for every other state not in compliance. Congress isn't doing their job to oversee these programs and the programs shouldn't even exist.
