ATI Government Solutions, an 8(a) company based on Native American ownership but run by whites, landed a $100 million contract, kept $65 million, and paid another firm $35 million to do the work. Another case: A "disadvantaged" contractor bribed a USAID official $1 million and received over half a billion dollars in contracts. Three people pleaded guilty.
