TRILLANES: BATO IS A 'GENUINE COWARD' Former Senator Sonny Trillanes calls Senator Bato dela Rosa a “genuine coward” for supposedly evading an arrest warrant from the International Criminal Court. In an interview on The Newsmaker, Trillanes said the public saw a different side of Dela Rosa, contrasting his actions with his tough image as chief of the Philippine National Police. | @TristanNodalo

‘ALL THIS FOR A MAN WHO SIMPLY DOESN’T WANT TO FACE THE LAW’ Sen. Risa Hontiveros pushed back against attempts to link minority senators to the Senate incident, saying the narrative being spread is politically motivated. “There is only one reason some bad faith actors are trying very hard to make this controversial event about me and other Minority senators and the times we went home. All this for a man who simply doesn’t want to face the law. That’s it. That’s the whole story,” she said. Hontiveros stressed that Senate employees had already gone home and that she was in the province for a scheduled engagement, rejecting what she described as politicization of routine movements. She also called for accountability and urged Sen. Ronald Dela Rosa to cooperate with authorities, saying the public deserves a full, independent and transparent accounting of the incident. Someone has to be made accountable for Bato’s escape. No less than the DILG Secretary and PNP Chief entered the senate building last night to secure the senators. The public was assured last night Bato was in the “5th foor, in his room, resting”. Bato’s lawyer showed a video last night of Bato supposedly in the senate. The senate building should’ve been secured last night - no one in, no one out. We need answers. How did Bato escape? Who helped him?

The filing of case by Manases Carpio against the complainants of the Saballa et al impeachment complaint is plain harassment. I believe in their cause, and they are just exercising their constitutional duty as concerned citizens. Obviously, this is another act of desperation.

“WALA KAMING NILALABAG” — De Lima says Carpio complaint won’t prosper, cites impeachment exception Mamamayang Liberal Rep. Leila de Lima expressed confidence that the complaint filed by Atty. Manases “Mans” Carpio will not prosper, stressing that no laws were violated during the impeachment proceedings. She emphasized that both the Bank Secrecy Law and the Anti-Money Laundering Act provide clear exceptions in cases of impeachment, where Congress is constitutionally empowered to compel the production of evidence. De Lima clarified that what the committee sought were AMLC reports on suspicious and covered transactions, not direct access to bank accounts, underscoring that such disclosures fall within legal bounds. @News5PH

NBI chief: Alleged kill plot vs PBBM ‘planned’; VP Sara indeed spoke to a contact about carrying it out NATIONAL Bureau of Investigation (NBI) Director Melvin Matibag said over the weekend he is convinced that the 2024 threat by Vice President Sara Z. Duterte to kill President Ferdinand R. Marcos Jr. was allegedly “planned,” not a metaphor or offhand remark, and that she had spoken to another person about carrying it out. Speaking at the weekly Saturday News Forum at Dapo Restaurantin Quezon City, Matibag said the NBI is pressing ahead with its investigation and is actively tracking down the individual the Vice President allegedly contacted to kill the President. “What we know, ito [ang sinasabi] namin sa findings namin, that is something na ginawa niya na spur of the moment na parang sasabihin na ano lang siya, metaphor lang siya, hyperbole lang. That is planned, actually,” Matibag said. “So alam namin na meron talagang kinausap, but we want to find out who is that person,” he added. In a live press conference in late November 2024, Duterte said she had spoken to someone to kill the President, First Lady Liza Araneta-Marcos, and then-Speaker Ferdinand Martin G. Romualdez if anything happened to her. She said it was not a joke. The incident has since become one of the most serious charges cited in the impeachment complaints against her, alongside allegations involving her unexplained wealth and misuse of confidential funds. The House Committee on Justice has found the complaints sufficient in form, substance and grounds and is now conducting hearings to determine whether probable cause exists to elevate the case to the Senate. The panel is set to take up the alleged threat in its April 29 hearing, where Matibag and other NBI officials are expected to testify as resource persons. Matibag said the NBI is working to establish the identity of the person Duterte allegedly spoke with and to determine whether the threat progressed beyond words. He said law enforcement remains on high alert for threats against the President, including those made in real time, citing a recent incident where a comment calling to shoot the President was posted during a live event and is now being investigated. Matibag warned of a dangerous shift in public behavior, where explicit calls for violence are increasingly brushed off as metaphor. “Nakakatakot po kasi ‘yung sitwasyon natin … Parang it’s so easy to say, ‘barilin mo yung taong ‘yan, patayin mo ‘yung taong ‘yan,’ di ba? ‘Kunin mo ‘yung ulo ng tao na ‘yan,’ tapos nagsasabi lang, ‘This is all metaphor, wala kaming intensyon,’” he said. “But if you will investigate and look at the behavior and the pattern, mukhang hindi ito ordinary metaphor. That is actually a threat,” he added. He said authorities are particularly concerned about statements that could incite others to carry out illegal acts. “And they’re trying to rally people behind them to do something that is bad, that is illegal. And we of the law enforcement do not allow that to happen,” Matibag said. He said the investigation is ongoing as the NBI works to determine the full scope of the alleged plot, identify all individuals involved, and assess whether criminal charges may be pursued.

We will wait for the official copy of the complaint once it is filed to study it thoroughly and discuss it with my lawyers. But, as far as the House Committee on Justice is concerned, the proceedings cannot be considered violative of any law. Cases of impeachment, being sui generis, are not covered by the prohibition under the Secrecy of Bank Deposits Law. Hearing to determine probable cause po ang isinasagawa sa mga validly initiated complaints as referred by the House itself and acted upon by the Committee on Justice. We also have the Republic Act (RA) No. 9160 or the “Anti-Money Laundering Act” which embodies the State’s more recent and specific policy that financial secrecy cannot be used to conceal unlawful activity. Under this law, covered institutions – most notably banks – are required to report suspicious transactions to the AMLC, and such reporting is expressly declared as not violative of the Secrecy of Bank Deposits Law. Klaro naman na ang pina-subpoena ng Committee on Justice ay records of suspicious and covered transactions ni VP Sara at ng kanyang asawa – hindi mismong bank accounts. Also, the prohibition on disclosure applies only to officers and employees of banks and banking institutions. The fact that evidence of ill-gotten wealth was exposed in the course of the impeachment proceedings does not make such exposure criminal. It is a direct consequence of impeachment as an accountability mechanism.
