But then you likely wouldn't bother making the argument from water because that's already downstream of having the data centers.

This obviously assumes we iron out a few issues, but decentralizing the grid and allowing everyone to have solid access to critical technology would be amazing.

When it comes to sound there are so many other industrial facilities that are worse.

That would be my ideal solution. I'd very much like to see an expansion of nuclear power.
I share the noise and environmental concerns of many regarding sound that some AI data centers are using, and I'm perfectly fine with cities ensuring that companies building data centers require that grid strain to the extent it exists to be offset by the companies.
There's a legit debate about these impacts, and despite my love for AI as a technology, I think we should be asking questions about how rapidly we're expanding so that we can limit the downside to a necessary economic shift.

Burden of proof is a specific philosophical concept that demands one making the positive claim is required to supply evidence.
You don't get to shift the burden of proof because you find the subject burdensome.
In this case, the claim of AI using too much water requires proof, and doesn't have any.

ONE AI data center uses up to 5m gallons daily, >1.8bn gallons per year.
ONE cow uses up to 30 gallons.
There are an estimated 86.2m cattle in America.
That means all of America's cattle use >2.5bn gallons.
ONE data center is 70% of all cattle
