Last time I went to Luxembourg, I was just moving around like a mad man because I was too excited about this. I could not comprehend it. I jumped from trams to trams. Buses to buses. Trains to trains. I had a lot of fun too. A very rich(richest in terms of GDP per capita) and small country yet powerful enough to be one of the capitals of EU. There are also so many beautiful things about Luxembourg like their language, Luxembourgish being a mixture of French and German. I saw very pretty women there too. They also looked like a blend of French and German. I just might relocate there someday.

Leo naomba mnipe grace ya kusema jambo ambalo nilitaka kusema siku nyingi sana kuhusu hali ya maendeleo. Katika mjadala wa maendeleo ya Tanzania, kuna haja ya kuangalia kwa kina sababu zinazopelekea baadhi ya changamoto kujirudia mara kwa mara. Si suala la kulaumu watu binafsi, bali kuelewa mfumo unaozalisha matokeo haya. Moja ya dhana muhimu kuelezea hali hii ni exposure gap. Exposure gap ni pengo la uzoefu na uelewa wa mifumo bora ya maendeleo. Ni tofauti kati ya mtu aliyewahi kuona “what works” katika mazingira mengine na yule ambaye maamuzi yake yanategemea tu kile alichokizoea. Tukianza na mifano ya ndani, tunaona changamoto katika utekelezaji wa miundombinu. Barabara zinajengwa bila pedestrian walkways, bila proper drainage systems. Mvua moja kubwa tu inatosha kuharibu barabara mpya, na kuanzisha cycle ya maintenance. Suala hili siyo la rasilimali, ni suala la design thinking na long-term planning. Mfumo huo huo unaonekana kwenye urban planning. Tunajenga miji bila city parks, bila green spaces, bila walkability. Tunakata miti kuweka mabango. Tuna-install street lights lakini hakuna maintenance framework, ndani ya miezi michache zinakufa, na miji inaingia gizani tena. Haya yote yanaashiria tatizo la kimfumo, si matukio ya bahati mbaya. Swali ni: kwa nini maamuzi haya yanafanyika kwa namna hii? Jibu moja lenye uzito ni exposure gap katika ngazi za maamuzi. Historia ya Tanzania inatoa ushahidi tofauti. Chini ya uongozi wa Julius Nyerere, kulikuwa na msukumo mkubwa wa kujenga taasisi za muda mrefu. Mfano vituo atamizi vya utafiti wa kilimo, mashamba ya mfano, na taasisi za elimu vilianzishwa kwa maono ya kimkakati. Hii haikutokea kwa bahati mbaya. Ilitokana na uelewa mpana wa mifumo ya maendeleo uliotokana na exposure ya nje na fikra za kujenga taifa. Ndiyo maana hadi leo, baadhi ya agricultural research institutions zilizoanzishwa decades ago bado zina mchango halisi. Walikuwa wanafikiria systems, si projects. Ukiangalia mifano ya nje, nchi kama Singapore chini ya Lee Kuan Yew ilifanya deliberate effort ya kufunga exposure gap. Walituma watu kujifunza, wali-import ideas, na waka-adapt kwa mazingira yao. Matokeo yake ilikuwa transformation ya haraka na yenye uelekeo. Kwa upande wa Rwanda, tunaona mfano wa karibuni ambapo uongozi imeweka mkazo kwenye execution, accountability, na benchmarking dhidi ya global standards. Hii pia ni njia ya kufunga exposure gap. Sasa turudi nyumbani. Ikiwa decision-makers wengi hawana exposure ya kutosha ya “what good looks like,” basi wanachofanya ni ku-optimize ndani ya mfumo ule ule walioukuta. Hawavunji mipaka ya fikra, wanarudia patterns zile zile. Hapo ndipo unapata mismatch kubwa: - Kiongozi wa utalii ambaye siyo mtalii - Kiongozi wa innovation ambaye siyo innovator - Kiongozi wa biashara ambaye hajawahi kujenga biashara halisi - Kiongozi wa kilimo ambaye hana practical agricultural experience Hii siyo hoja ya kushambulia watu, ni suala la systems design. Kwa sababu mwisho wa siku, policy quality inategemea understanding depth ya anayefanya maamuzi. Technocrats wanaweza kuwa na uwezo na maono, lakini kama decision-makers hawana exposure ya kuelewa uzito wa mapendekezo yao, basi implementation inakwama au inakuwa diluted. Tatizo linakuwa kubwa zaidi pale ambapo hii exposure gap si ya mtu mmoja, bali ya mfumo mzima. Ikiwa ndani ya mfumo kuna watu 100 na labda 10 tu wana exposure ya kutosha kufanya high-quality decisions, basi automatically kuna internal resistance. Kwa nini? Kwa sababu business as usual works for the majority. Mfumo unajilinda wenyewe dhidi ya mabadiliko. Hapo ndipo tunapaswa kubadilisha mjadala. Sio kusema nani anakosea, bali: - Tunafungaje exposure gap katika leadership? - Tunajengaje mfumo unaolazimisha benchmarking dhidi ya global standards? - Tunahakikisha vipi kuwa decision-makers wanaelewa “what excellence looks like”? Bila kushughulikia exposure gap, tutazidi kurudia duara lilelile la maamuzi ya muda mfupi yanayozalisha matatizo ya muda mrefu.
