This is the tyranny of low expectations. Numbers in the hundred+ millisecond range are where things feels like shit, but you really want all user actions responded to on the very next frame, and every frame of delay is indeed perceptible. If you used a Mac in the early days of OS-X, there was a period when the mouse cursor felt crappy, because it was being drawn by the window compositor instead of using the hardware cursor. That was a difference of 16 ms.
