Grant funding is basically random. This study gave 25 NIH grant proposals to 43 reviewers. Their inter-rater reliability was ZERO. All 25 proposals had already received funding & high marks. Unfunded grants reviewed "just as positively" as funded ones. pubmed.ncbi.nlm.nih.gov/29507248/
