Yesterday, The Equal Opportunities Commission released a report on access to health services in Islands and Mountainous Areas in Uganda. Uganda has made notable strides in improving access to health services in island and mountainous areas, guided by interventions under NDP III and NDP IV. Government efforts to upgrade health facilities, expand community outreach through Village Health Teams, deploy mobile clinics, and digitize health systems have significantly strengthened service delivery. The introduction of climate-resilient infrastructure and enhanced emergency response frameworks further demonstrates commitment to equitable healthcare access. However, despite this progress, critical gaps remain. Many hard-to-reach districts continue to face severe health worker shortages, limited ambulance and emergency transport systems, and inadequate infrastructure. Geographic barriers such as reliance on water transport in island communities and poor road networks in mountainous areas continue to hinder timely access to care. Additionally, limited communication networks, high transport costs, and persistent disease burdens, including HIV prevalence and maternal health challenges, disproportionately affect these regions. While government interventions have laid a strong foundation, accelerating targeted investments in staffing, transport systems, communication infrastructure, and localized health solutions is essential to fully bridge the access gap and ensure that no Ugandan is left behind. #EqualOpportunitiesForAll

GENDER & EQUITY COMPLIANCE ASSESSMENT REPORT OF THE NATIONAL BUDGET FOR FY 2026/27: Finance Minister @MatiaK5 today received a report on the compliance of the national budget and ministerial policy statements with certificate of gender and equity requirements for FY 2026/27 from the Chairperson of @EOC_UG Hon.Safia Nalule Juuko. The Minister said the work undertaken by the Commission in assessing the gender and equity responsiveness of the national budget is an important accountability mechanism under the Public Finance Management Act, Cap 171. "Government remains firmly committed to ensuring that public resources are allocated in a manner that promotes inclusive growth & addresses structural inequalities," said @MatiaK5 The Chairperson @EOC_UG said the overall compliance remains moderate but improving with a score of 70% up from 68%. She said the national budget scored 67% while vote ministerial policy statements averaged 70%. She said emerging issues that hinder realisation of equal opportunities in the budget include failure to address regional issues in the plans and budgets and non adherence to the reservation schemes by ministries,departments & agencies.

This morning, @MoICT_Ug received a courtesy visit from the Equal Opportunities Commission (@EOC_UG ) team to discuss key issues affecting access, affordability, and inclusion in Uganda’s digital space. The engagement focused on citizen concerns, including internet access and cost, connectivity gaps, digital inclusion for persons with disabilities, online safety, and civic education. PS Dr. @azawedde highlighted ongoing efforts by the Ministry to expand regional ICT hubs, improve connectivity, and strengthen measures to address harmful online content. She also highlighted the importance of inclusive digital services, noting progress in supporting persons with visual impairments at the National ICT Innovation Hub through assistive technologies and targeted training programmes, with plans to scale these efforts nationwide. #DigitalUganda
