@bbaddapp In ruby sapphire if you bring a pokemon to battle tower and it's over level 50 it is simply not allowed to be entered and you gotta grind it for lvl 100 where as in later games battle facilities with set levels will simply scale your pokemon down to the appropriate level.

@CamrynP123 Whule it evolves at 45 metabg learns meteor mash at lvl 50 while metagross learns it at 55 and in gen 3 pokemon don't levelsync for battle facilities so if u want a metagross for lvl 50 challenges it helps to hold off till then

@YoungAiz81173 Less that it could be as much as I don't believe it was done for the sake of balance when you look at other mons or moves like swordsdance or calm mind. Kinda like how maractus has alot of parts that individually seem gokd but have zero cohesion so its hard to use it for anything

@Pick1es2 Volbeat had some pretty noteworthy special moves outside of it's stab still... bolt, drain and I think pulse, I don't really understand how this means it can't have been inherent to balance or even testing as they've done game to game (Even more noticeable in current gens)

@YoungAiz81173 Yes lets program a new move put it only on one pokemon and make that pokemon bad at using it. its also the only pokemon that learns signal beam via level in gen 3 but bug is a physical attack and its attack stat is higher. Also tail glow only boosted 2 stages in gen 3
