La délégation haïtienne ayant participé à la 80e Assemblée générale des Nations Unies s’est présentée avec deux handicaps majeurs, selon l’expert en coopération internationale John Miller Beauvoir qui participait à l’émission ‘’Panel Magik’’ ce mercredi 23 septembre. « Le premier est lié à l’architecture institutionnelle : un Conseil présidentiel dirige le pays, avec une personne appelée à occuper un siège présidentiel sans pour autant être président. Cette absence de légitimité, dans le cadre d’une démocratie formelle, fait que beaucoup d’interlocuteurs ne prennent pas Haïti au sérieux. Le second handicap concerne la fonction première de l’État, souvent qualifiée de « Léviathan », dont l’une des missions sacrées est la protection de la population et du territoire. Or, lorsqu’un massacre comme celui de Labordri survient, et que le Secrétaire général des Nations Unies se prononce pour le condamner avant même que les autorités nationales ne réagissent, cela envoie un signal clair : les dirigeants haïtiens ne portent pas réellement à cœur le sort de leur population. Ainsi, lorsque le conseiller présidentiel Laurent Saint-Cyr s’est rendu à New York, il y est apparu comme un « canard boiteux ».
