@PandemicAction @glassmanamanda Worth pointing out, how much countries currently spend or budget on pandemic preparedness is irrelevant; it's current capabilities that are necessary to identify the #gap that needs to be costed. Budgets at best gives some semblance of affordability of additional needs.
