Seek out a trustworth coalition and work towards something grand and exclude those who expose themselves as untrustworthy.

If you're going to act dishonestly, you'll spread that distrust across society. Just give the work to your peers, deportation is punishment enough. Could you imagine the dispare you'd leave these people with when they knew what they could have had before they took advantage of our system.

White people flourished the way we did because if you have honor in your interactions with other Whites, it grows. It activates their honor too, and we all mutually support each other. But if you do this with browns, they just take it and run.
"Do the right thing" means "give value to others." So when he says "A worker is owed his due," he means "you should give the value you promised."
What he doesn't get is that brown people will never, ever give the value back. So as long as you keep advocating for "do the right thing" (give value) to people who never give it back, you lose, lose, lose, and die, die, die.
Fuck illegals. Make them do lots of work and then call ICE on them. Get them pregnant and then deport them to muhboogastan. Whatever makes you win and them lose.

@Sargon_of_Akkad this is basically a good example of someone who is knowledgable, but has little to no fantasy/problem solving skills, there are so many ways of giving the player opportunity to start out well enough

If you're going to create such a complex fantasy world, then you have to consider how your player characters will be situated in it. The DM here has created his hero to basically be an impoverished beggar, for some reason, rather than the son of a blacksmith or guild member--a man of means. Did the player just pop into existence with nothing? Does he have literally no relationships in this world, no connection to anyone or anything? No kidding your beggar PC can't afford a horse because you rigged the game by starting him with only 6cp and no help.
Moreover, this is a very silly and basic problem to overcome. Here is the solution (other than actually giving him a background in the world): a lord has heard of the player's quest, and approaches the PC to tell him that he will provide him with the necessary starting gear, on the provision that the PC brings back a particular amulet or something that can be found at his destination. The amulet has no real monetary value, but is a locket with a picture of his wife, who passed away sadly, and is a sentimental keepsake he had stolen.
Problem solved.
