This ambitious target places the infrastructure sector at the heart of the country’s climate transition. From energy and transport to urbanisation, waste, and sanitation, infrastructure systems will play a key role in driving low-carbon, climate-resilient growth while advancing the country’s Vision 2050 and Rwanda's National Strategy for Transformation (NST2). To support this agenda, @GGGI_Rwanda, in partnership with @REMA_Rwanda, convened +20 stakeholders from across infrastructure sectors to deepen their understanding of Article 6 mechanisms and carbon market operations under the Paris Agreement. The workshop provided an overview of Rwanda’s National Carbon Market Framework, clarified the roles and responsibilities of key institutions, and explored how Article 6 can help unlock international investment for climate mitigation measures and sustainable infrastructure development. Participants also exchanged insights on potential carbon project opportunities across the infrastructure sector and discussed the latest developments shaping international carbon markets. During today's session, stakeholders emphasised the strong need to unlock Rwanda’s clean cooking market and address financial barriers to scale sustainable solutions. @CarolineRaes, Country Representative for GGGI Rwanda, commended the strong collaboration between the Luxembourg Development Cooperation (LuxDev) and @RwandaGov, through @EnvironmentRw. She highlighted that this partnership is pivotal in addressing persistent market and financing constraints that continue to slow the growth of the clean cooking sector. She also underlined that the insights from stakeholders will be essential in ensuring that the proposed facility is both responsive to market realities and capable of catalyzing sustainable investment in the clean cooking sector. Bob Junker, Head of Cooperation at @LUinKigali, stressed the importance of hybrid blended finance, leveraging multiple funding streams as a powerful tool to combat deforestation, support land restoration, and enable Small and Medium Enterprises (SMEs) to grow and scale nationwide. Meet Elvis Rutagengwa Rebero | @elvisrebero, our new intern, supporting the Article 6 Readiness and Carbon Market Framework Operationalization Project. Embedded at @REMA_Rwanda, Elvis will support the successful delivery of the project, which aims to strengthen Rwanda's readiness to participate in carbon markets under Article 6 of the Paris Agreement. A recent Environmental Engineering graduate, Elvis is passionate about driving environmental sustainability across Rwanda and Africa. With experience in environmental monitoring and regulatory compliance, he brings a multidisciplinary perspective shaped by curiosity, collaboration, and a drive to contribute to greener growth.
