Minister Christopher Tufton, speaking during last evening’s NaRRA debate, urged immediate, decisive action to accelerate reconstruction and build resilience for the over 500,000 Jamaicans affected. He reiterated that in a crisis speed and clear decision‑making save lives, citing Jamaica’s adaptive COVID‑19 response and international examples (New Zealand, Australia, Peru) of special recovery arrangements. Minister Tufton called on Parliament and agencies to put people first, streamline processes, and avoid letting bureaucracy or perfectionism delay relief and recovery.

In the current discussion surrounding the National Reconstruction and Resilience Authority (NaRRA), I believe it is important that we engage in more detailed conversations about how government operates. Too often, there is a gap in understanding, and this is largely due to the limited presence of civics education within our society. I have observed that when people are not given clear and accessible information, it leaves room for speculation, which can be unhelpful. Many individuals, including those who are well-educated, sometimes rely on differing viewpoints without fully understanding the foundational issues. This is why I do not take for granted that the public already has all the necessary context. My responsibility is to ensure that citizens are properly informed, so they can better understand what the Government is doing and what we are proposing for the country’s development.

Oversight is central to the NaRRA Bill, and I want Jamaicans to understand that oversight is already built into the legislation. The bill outlines accountability measures, including performance tracking, public reporting, audited financial statements, and full access for the Auditor General. Reports will also go to Parliament and the Senate, allowing ongoing scrutiny. As stated by Minister Christopher Tufton, we welcome constructive suggestions to strengthen the bill, but we must stay focused on its purpose, delivering relief to over 500,000 Jamaicans in a timely way. Your Government has a responsibility to lead, especially in times of urgency. The bill provides the structure to act quickly while maintaining transparency through Cabinet oversight, reporting systems, and established approval processes.

We now have the financing in place, and our capital budgets are strong and ready to support development across Jamaica. Yet, each year, a portion of these funds is returned to the Ministry of Finance because approved projects are not completed within the expected timeframe. A major reason for this is the level of bureaucracy involved in delivering projects. In many cases, these steps take longer than the actual construction itself. This reality adds to the overall cost of development. It is not only the physical materials like steel, cement, and land that determine the final cost, but also the time and systems required to move projects from approval to completion. We are focused on improving efficiency across these processes.

I recently received an update from the St. Catherine North Police Division. Murders are down by 46%, with the lowest quarterly figure recorded in over 30 years. Other major crimes are also declining, supported by a strong focus on early intervention and resolving conflicts before they escalate. Increased reporting of sensitive crimes and high clear-up rates are encouraging signs of growing public trust. These results reflect deliberate policy decisions and sustained investment, including the development of a new, modern police headquarters in Spanish Town, which will strengthen the division’s capacity and improve service delivery to citizens.

In New York today, during an interview with Cheryl Wills on New York One, I shared Jamaica’s hurricane recovery story. I also met with Carl E. Heastie, the first Black Speaker of the New York State Assembly; incidentally Carl is the 100th Speaker. Jamaica continues to receive strong and meaningful support in times of need, and for that, we are deeply grateful.

I’ve heard the question, why not just use the normal government system to rebuild after Hurricane Melissa? The truth is, that system wasn’t built for something this big or urgent. Too many delays, overlap, and slow coordination can happen. We’re dealing with billions in funding and multiple partners, so we need one central body to move faster and get things done properly. Other countries have done the same thing after major disasters. It’s about creating a system that is built specifically for recovery, so we can rebuild stronger, quicker, and more efficiently.
