Herein is the problem. If every country has a 10% tariff, then no country has an incentive to do anything differently. Everyone in the same boat and thus the tax just gets paid by American importers. Given it expires in 150 days, there won’t be a single dollar of investment done to permanently get around the tariff. So the real advantage to what Trump is doing right now is to limit the budget impact of the tariff rolloff.

What problem is Trump's new global 10% tariff meant to solve? If it's about leverage, ask: How much leverage do you get from a tariff that disappears in 150 days? If it's onshoring: Who builds new factories based on tariff that disappear before the factory is built? It's a tax. That's all it is.

Thomas's history is wrong. The tariff power arises from the "impost," which is an 18th century word for tariff. A "duty" in the original constitution referred to a tax along the lines of a Stamp Tax on a specific good. Luther Martin recorded this at constitutional convention.

NEW: How many Republicans willing to break with Trump are left in Congress? I ran the numbers. Out of the 493 GOP lawmakers since 2017, only 94 have ever broken with Trump on a key vote. By 2025, only 40 were left. By this time next year, the group shrink as low as 22.
