A legislator (@RepKateKlunk) just asked the proponents whether, in light of my testimony, the Amendment would imperil PA restrictions on abortion. The response was - NO! That the Amendment does not repeal the current Abortion Control Act. This is a very misleading answer. While the Amendment does not repeal any particular law, the predictable and likely effect of the Amendment, once passed, is that it will allow (nay - require!) courts to enjoin these laws or declare them unconstitutional. A constitutional amendment trumps enacted laws. This is exactly the sort of disingenuous answer that will mislead the citizens of PA on the impact of the law.

Not a session week in Harrisburg, but PA House Judiciary Committee passed several bills, including ones on animal cruelty. HB 1932 creates the offense of sexual abuse of animals, stemming from an incident in Adams Co. Here are Kate Klunk, the sponsor, Torren Ecker and Joe Kerwin.
