The alternate slate of electors in 1876 by Louisiana, SC, Florida, and Oregon were not submitted by the state. They were submitted by the Democratic Party, as alternate electors typ are.

Just a quick heads up for people complaining (I'm not saying NATO is amazing) about the lack of support from NATO in Iran, perhaps read the charter: Defensive Only: Article 5 is invoked only when a member is the victim of an armed attack. If a NATO member initiates an attack, other members are not treaty-bound to help.
