I like that we can call these the "Strategies of Desperation".
In baseball that would be the IBB (defense intentionally placing a runner on base).
In hockey: pulling the goalie maybe? Icing?
Football/onside kick and basketball/fouling, as Bill notes. Anything else?

All sports develop strategies, like the on-side kick and fouling immediately, which give a team in a desperate position one last chance. But these are never inherent in the design of the sport, so mostly they're kind of ill-thought-through game elements.
