This is why gravity dams like the 3 Gorges dam is almost impossible to be destroyed by conventional munitions. Not even the GBU-57 can take it out. The 3 Gorges dam is made of 27 million cubic meters of concrete. It relies on its own massive weight to hold back water, meaning a hole in one section does not necessarily cause the entire structure to fail. On top of the fact that it's the most heavily defended infrastructure in China plus it's 1000km away from any border or coast, nothing short of a nuclear strike can destroy it. Even if a breach is made in one section, the rubbles would still be dangling on the steel reinforcement, forming a heap that would still block a considerable amount of water.
