Leakage data used to be presented as a litres per day target, easy for the consumer to understand. They've now changed that to a percentage figure averaged over 3 years.

Arguably, @wiltscouncil’s inflexibly bureaucratic hierarchy undermines sharing of values & its integrity of governance.

One of the underlying issues is the definition of "affordable". Currently based on local rents, which can be skewed in many rural areas by 2nd homes, Airbnb etc. Far better to use local incomes as the benchmark. Therefore many new developments not providing what is needed.
