People will go to great lengths to avoid paying taxes. And when tax rates hit very high levels, it encourages tax avoidance and evasion. via @scottahodge

New in @washingtonpost from @ScottAHodge: When millions of dollars in sales taxes are being routed through Montana shell companies, it's not just a compliance problem. It's a signal that state tax rates have become uncompetitive. Read more: wapo.st/4u7svgg

My new @washingtonpost oped explores the fine line between tax avoidance and tax evasion for guys like WhislinDiesel who buy their supercars tax-free using a Montana LLC. You be the judge. The Montana license plate loophole is a warning wapo.st/4dJL1q5

Second part of this two-part series on DBCFT out today @BPC_Bipartisan. The world, global economy, tax code, & more have changed a bunch since 2016. So we ask: how would a DBCFT work today?

Next week marks 10 years since the GOP’s “Better Way” agenda, which included a comprehensive corporate tax overhaul to a destination-based cash flow tax (DBCFT). For the uninitiated, @BPC_Bipartisan reviews in a new piece what a DBCFT is, how it differs from a VAT, and more.

Milton Friedman: “Keep your eye on one thing and one thing only: how much government is spending, because that’s the true tax.” “If you’re not paying for it in the form of explicit taxes, you’re paying for it indirectly in the form of inflation or borrowing.”

The YouTuber WhistlinDiesel set his $400K Ferrari on fire off-roading through a cornfield — then got arrested for tax evasion. The Montana LLC tax loophole he used is hiding in plain sight. Hot take: States chasing Montana LLC tax dodgers are missing the real lesson. When taxes get punitive enough, people find ways around them. Enforcement isn't the answer — tax competitiveness is. As Congress debates the highway bill, I'm thinking of updating of an op-ed I wrote in 1998 about how much of the highway system could be gold-plated by that transportation bill. You'll be surprised. LET'S GOLD-PLATE THE ROADS -- REALLY wapo.st/4v0gn1h

@TalkNats Shouldn't the question be, "why were the Padres and Rangers so successful in drafting those players in the first place while the Nationals didn't?" It is really an indictment of how poorly Rizzo drafted and developed players during his tenure.

Some of the best work on this has been done by @scottahodge, who wrote the book on the unfairness of non-profits in our tax system. NP hospitals are now a $1.3 trillion industry that generates over $45 billion in annual profits, all tax-free. 10/n x.com/scottahodge/st…

eotaxjournal.com This am’s EO Tax Journal, to which you should certainly subscribe, republishes @GivingReview article by @Arnold_Ventures@scottahodge updating Burton A. Weisbrod’s “collectiveness index.” Hodge suggests “there are two reasons lawmakers should use a tool like this to shrink the number of organizations worthy of a taxpayer subsidy. “First, nonprofits currently generate $2.8 trillion in business income that is largely exempt from the unrelated business income tax (UBIT), but should be taxed,” he writes. “Second, given the need to address the nearly $30 trillion national debt, it is imperative that subsidies through the tax code be judiciously handed out to only the most-deserving nonprofit organizations. “Lawmakers who criticize corporate welfare for publicly traded corporations should be just as concerned about corporate welfare for large nonprofit enterprises,” Hodge concludes. “Taking them off the dole would be good for tax fairness and the nation’s finances.” … 1/2

@andrew_lautz: “Usually 60-80% of those savings get passed through at the pump. So, an 18-cent-per-gallon federal gas tax suspension might save drivers 10-15 cents per gallon. For a full fill-up of a sedan, we're talking about $2-$3 in savings. For an SUV, about $3-$4. That compares to a $20-$30 increase in the cost of filling up your tank since the start of the war.” Bipartisan Policy Center's Andrew Lautz explains the potential impact of suspending the federal gas tax.

@Todd_WG @HeathVeuleman No, they are not reimbursed. Providing some measure of charity care is an expectation for being given their tax-exempt status.

@HeathVeuleman @scottahodge As non-profit status already exempts the institution from income tax, how do the inflated charity costs benefit these hospitals? Are they reimbursed in full or in part by govt intities for the charity care?

Minnesota’s nonprofit hospitals posted $2.4b in net income, which saved them $504m in federal taxes. But they devoted just $163 million to charity care. This means that for every $1 taxpayers subsidized these hospitals, they got .32cents in charity care. That’s a bad deal. The math gets worse if you add the state’s 9.8% corporate tax rate. Taxpayers get .22cents in charity care for every $1 of subsidy. ‘The system is not working’: Minnesota’s hospitals are among least charitable in nation startribune.com/minnesota-nonp…
