Petition to the European Union and the United Kingdom: Urgent Action on the Crisis in Tigray We, the undersigned, call upon the European Union and the Government of the United Kingdom to uphold their commitments to human rights, international law, and justice by taking immediate and meaningful action regarding the ongoing crisis in Tigray, Ethiopia. Despite repeated expressions of concern, the situation in Tigray remains dire. The Pretoria Cessation of Hostilities Agreement, signed in November 2022, has not been fully implemented. Critical provisions—particularly those related to the withdrawal of foreign and non-federal forces, restoration of basic services, and protection of civilians—continue to be ignored. Today, hundreds of thousands of internally displaced Tigrayans are living in more than 140 IDP centers under extremely harsh and inhumane conditions. Access to food, healthcare, and shelter remains severely limited. At the same time, justice for the grave atrocities committed during the conflict—widely documented by international organizations—has not been delivered. Accountability is not merely delayed; it is being denied. We are deeply concerned by recent indications that the European Union and the United Kingdom are considering strengthening financial and political support to the Ethiopian federal government without ensuring concrete, verifiable progress on human rights, accountability, and the full implementation of the Pretoria Agreement. Providing financial assistance under such conditions risks enabling continued impunity and prolonging the suffering of civilians. We respectfully demand the following: 1Condition any financial assistance or normalization of relations on the full and verified implementation of the Pretoria Agreement. 2Call for the immediate withdrawal of all non-federal and foreign forces from Tigray. 3Ensure the unconditional restoration of essential services, including banking, telecommunications, electricity, and humanitarian access. 4Support and advocate for an independent, international investigation into alleged war crimes, crimes against humanity, and acts of genocide committed during the conflict. 5Prioritize the protection, safe return, and rehabilitation of internally displaced persons. 6Engage directly with victims and affected communities to ensure their voices are central to any policy decisions. The people of Tigray have endured immense suffering. They deserve not only peace, but justice, dignity, and the restoration of their fundamental rights. Silence and inaction in the face of such suffering undermine the very principles the EU and UK claim to uphold.
