You need affordable housing to put people who cant afford to pay $2000. a month rent. Jails are at full capacity now without rehab funds for expansion.

He explained it during the debate. 90% of the homeless are drug addicts. Withhold any services until they get treated. Also, arrest the ones that continue to do illegal drugs. Homeless drug addicts don’t like that, and will leave. If you think the solution needs to be more nuanced than that, welcome to another $2B of wasted money.
