Forum representatives and site owners are *regularly attending and highlighting issues in review meetings*—FYI.
Dear @Captain_Mani72 sir,
👉 We request *clear, evidence-based updates in review meetings*, instead of *generic verbal statements* by each section and unstructured Excel sheets/ outdated PPTs/basic MS Word tracking*. *Transparent proof and documentation of work completion is essential.*
1) Status Updates vs Ground Reality**
So far, review meetings have mostly had *generic statements on work completion*, with *no photos, videos, or drone evidence presented by PMC/concenred sections*.
In contrast, site owners are sharing *timestamped photos* regarding the March 31 deadline scope:
* Asphalting (2600 acres)*
* Electrification & street-light activation* (as per Nov 2025 BDA notification)
👉 Ground observations:
* Asphalting still pending on several roads where sites allocated across blocks*
* Street-light activation just started and may take more time*
Instead of verbal claim on march 32st 2026 work completion, we request:
Comprehensive day & night drone videos covering all roads, sectors, and blocks (2600 acres).This will transparently validate actual completion status
2) Pattern of another Generic Responses :-
A consistent pattern is observed:
* Issues raised → Deadlines given in review meetings
* Post deadline → Reasons like land acquisition cited
👉 If land acquisition itself is pending, why were firm deadlines committed earlier?
This creates a clear gap between *claims and ground reality*.
3) Clarification from Site Owners
We are *not making generic allegations*.
All points raised were already discussed in review meetings, where *priority was given to completing asphalting & street-light works* rest all highlighted works will be taken up in phases id what communicated, on a whole those comes under " yet to be taken up " category.
👉 Even asphalting and electrification & street-light activation priority works are *not 100% complete on ground*.
4) Supporting Evidence
2 photos on asphalting and 1 proof on feeder pillaar wiring and 1 photo on street-light.
Attached are *timestamped photos from site owners* clearly showing:
* Missing asphalting .
* Missing street-light activation within the deadline.
We request:
* Fact-based, transparent updates
* Visual proof of completion (photos/drone/video evidence)
* Realistic timelines aligned with ground conditions
* use professional project management software

BDA allegation: “Site owners are not satisfied despite works being completed, and continuous issue raising is demotivating the team. We are working and kistening so every daily tweets etc etc”
We would like to clarify:-
We respectfully disagree BDA allegations.
As site owners to start construction, live peacefully What we deserve, what BDA was supposed to deliver is what we are highlighting.
We acknowledge that many basic infrastructure works have been executed over the past 9 years. However, several critical works are still pending to construct and live peacefully — this is the ground reality.
Site owners are raising concerns based on actual on-ground status. The intention is not to demotivate, but to ensure completion of all bda committed works so that site owners can start construction and live peacefully.
Financial Commitment by Site Owners :-
Each allottee has paid hard-earned money upfront:
₹12 lakhs (20×30)
₹23 lakhs (30×40)
₹54 lakhs (40×60)
₹92 lakhs (50×80)
All payments were made during 2016–2018 allotments and for auctions sites through competitive bidding.
Even after 9 years, the 2600-acre developed portion (without acquisition issues) is still not fully complete as per BDA standards. Meanwhile, site owners are facing multiple-fold increases in construction costs compared to 2016–2018 and have lost valuable 9 years of our time.
Acknowledgement:-
We appreciate that, as per the November 2025 notification and review meetings, we urge bda to capture 2600 acres all roads, sectors, bblocks asphalted work and street-light activation day-night drone view right now since claim was "as per add works almost completed or will be completed by 31st march 2026" in earlier review meetings.
Site owners pointing on pending works, bda orally claiming work completed why not drone view released to if everything completed as per 31st March deadline???
👉 Asphalting has been completed to a large extent by March 31, 2026
👉 However, electrification & street-light works are still in progress
Ground Reality vs Commitment (2600 acres) :-
As rightly highlighted by commissioner, BDA’s heavy dependence on the PMC is becoming a concern. Due to lack of proper guidance, factual reporting, and accurate ground updates from PMC, BDA is facing criticism.
When site owners highlight *actual ground reality*, it is often perceived as if issues are being raised unnecessarily. Genuine concerns are being termed as *allegations* or dissatisfaction, which is not the case.
👉 Request PMC to provide *transparent, fact-based ground reports* to BDA, so that the gap between claims and reality is addressed effectively.
1) Asphalting
- Major roads (30/40/50 ft) completed across large portions
- Few roads in each block still pending
2) Electrification & Street-light Activation
- Not completed within the deadline, Yet to progress in full scale across layout
3) Water Supply
- Originally under BDA scope but commissioner now asked legal clarification, creating uncertainty
4) UGD (Underground Drainage)
- 31k fees to be paid which is newly introfuced in the name of toad cutting charges. Network laid, but usability linked to construction.
- Overflow issues reported in occupied areas due to lack of continuity
5) Finishing & Basic Works :- limited to few pockets in Block 7D, yet to start in all blocks.
- Culvert cleaning
- Site marking & numbering
- Signboard installation
Works Yet to Start / Limited Progress:-
1) Water & UGD Network flow testing
- End-to-end functionality yet to be ensured
2) Smart Infrastructure
- Sensor-based street-light & water systems (SCADA) not implemented
3) Land Acquisition
~1000 acres still pending, affecting continuity & connectivity
4) RMP Roads
- Yet to be taken up across layout
5) Parks & Playgrounds
- Formation yet to start.
6) Avenue Plantation
- yet to start.
Additional Requirement :-
Digitization of plan approval process.

Respected Kerala CM Pinarayi Vijayan has declared Rs 1 Cr worth assets, both movable & immovable. That's the price at which @BDAOfficialGok sold 50x80 ft sites at #NPKL in 2016 & 10 yrs later the layout is still uninhabitable. #BDA #RERABeku

Query: The allottee requested additional buffer land between his site and the park located behind his property.
Resolution: It was clearly informed that there are no norms providing for additional land between an allotted site and a park. The approved drawing was verified, and the TPM section was consulted. As there is no such provision, and since the allottee was already enjoying more than his allotted area, the land has been retained as part of the park.

Challaghatta railway bridge (RUB) is ready and the 11 km Major Arterial Road is nearing completion—expected by April.
A major connectivity boost linking Magadi Road to Bengaluru–Mysuru highway through NPKL.
Now focus must be on final finishing work,drainage, street-light and seamless execution before inauguration.

Nowhere in BDA layouts do we see residential site rows directly abutting parks.
As per maps shared by BDA earlier (around 2020, in line with RERA directions), residential roads and parks were separated by proper pathways in several areas.
Now, due to shortage of CA, park, and open spaces, such pathways appear to be reclassified as parks, with adjustments in recent maps to match planning ratios.
Examples: Block 5 (I Sector), Block 6 (I Sector).
LCSD,Possession certificate, Khatha,
Comparisons between 2020 and current maps show significant changes, raising serious concerns on changes made by authority.
