Because referee Raphael Claus did not even issue a yellow card on the field—treating the contact as an accidental, routine collision—the threshold for VAR to step in was incredibly high. FOX rules analyst Mark Clattenburg and many other pundits argued that because Balogun's challenge lacked force, intensity, or malicious intent (it was a "step-and-action" accident as he was falling), it was not a clear and obvious error for the referee to miss a red card. By letting the play go, VAR broke protocol by re-refereeing a highly subjective, accidental play.

🚨 Folarin Balogun is eligible to play against Belgium. FIFA sources had insisted US Soccer had no appeal. Sources say US Soccer did not attempt one as a result.
