Harper took power and ran surpluses of $16 Billion in 06/07 and $11 Billion in 07/08. Of course, this is when the GFC struck and in 08/09 he ran a deficit of $6.5 Billion and then $61.3 Billion in 09/10. He immediately started to clean up the budget and reduced the deficit each year thereafter ($36.1, $27.8, $18.9, $5.3 Billion) before running a $1.9 Billion Surplus in his final year of government.
