Wanting ID verification from every player will never happen. Security has always been Jagex biggest issue and they seem to put the lowest amount of funds and care into it.

Accidentally clicking a link etc should not give someone instant access to bypass all security. Add something like photo ID to recover accounts and this would reduce the amount of recoveries.
