ایران کے نیشنل سکیورٹی ایڈوائزر علی لاریجانی کے جانشین کےلیے حسین دہغان کو مقرر کیا گیا ہے۔ ان کا مختصر تعارف جو سامنے آیا ہے کافی خطرناک ہے، خصوصاً ام_ریکہ کےلیے۔ حسین دہغان مینجمنٹ سائنس میں پی ایچ ڈی ہیں۔ خمینی انقلاب کے بعد امریکی ایمبیسی سے سی آئی اے کے ایجنٹس اور عملے کو یر_غم_ا_ل بنا لیا گیا تھا۔ اس حملے میں سٹوڈنٹس کو جو شخص لیڈ کر رہے تھے وہ یہی حسین دہغان تھے۔ حسین دہغان لبنان میں آئی آر جی سی کے کمانڈر رہے ہیں۔ انیس سو اٹھاسی میں بیروت میں امریکی میرین کور کی بیرکس پہ ب۔م دھ۔ماکے ہوئے۔ ان حملوں کے ماسٹر مائنڈ بھی یہی حسین دہغان تھے۔ علی لاریجانی ایک بہترین سیاست دان دانشور اور فلسفی تھے عصراعیل نے ناحق قتل کیا۔ اب متبادل کے طور پر ایران نے وہ بندہ آگے لایا ہے جو مُنجھا ہوا ماسٹر مائنڈ ہے کہ چلو اب موج کرو۔ اب امریکہ میں بحث چھڑی ہے کہ نیا بندہ پہلے سے سخت آ گیا ہے۔ وہ کہتے ہیں ایک مارتے ہیں جو نیا آتا ہے پچھلے سے دو ہاتھ آگے نکلتا ہے۔ ایرانی قوم واقعی عجوبہ ہے۔ جو بات سب سے زیادہ حیران کرتی ہے وہ یہ ہے کہ دنیا میں کوئی قوم ایسی نہیں جس کے چوٹی کے پچانوے لیڈرز مارے جائیں اور وہ سروائیو کر جائے۔ ایران کے پچانوے اعلیٰ ترین دماغ جن میں کچھ سیاست دان تھے، کچھ کمانڈر تھے کچھ بیوروکریٹس تھے اور کچھ دانشور اور علماء تھے امریکہ نے مار دیے۔ توقع یہ تھی کہ ایران ختم ہو جائے گا کیونکہ لیڈر شپ کے اتنے بڑے فقدان کو دنیا کی کوئی قوم پورا نہیں کر سکتی۔ مگر حیران کن طور پر ایران میں جو بھی اگلا لیڈر جس شعبے میں بھی آیا ہے وہ پچھلوں سے بھی بڑھ کر ثابت ہوا ہے۔ وجہ یہ ہے کہ ایران میں وڈیروں اور جاگیر داروں کی سیاست نہیں ہے۔ ایرانی پارلیمنٹ دنیا کی واحد پارلیمنٹ ہے جس میں اسی فیصد پی ایچ ڈی ہیں۔ دوسری بڑی وجہ یہ ہے کہ ایران پچھلے چالیس سال سے اس جنگ کی تیاری کر رہا تھا۔ وہ چالیس سالوں سے جانتے تھے کہ ایک وقت ائے گا حکومت گرانے کی کوشش ہو گی جس میں جنگ ہو گی۔ اور اس چالیس سالہ عرصے میں وہ صفِ اول کی قیادت کے بعد قیادت کی دوسری اور تیسری صف پہ کام کرتے رہے۔ ان کو پتہ تھا کہ ایک لیڈر مارا گیا تو اگلا کون ہو گا اور اسی حساب سے نچلے لیول پر لیڈر تیار کرتے رہے۔ تیسری بڑی وجہ آیت اللہ کا عہدہ ہے جس کے منہ سے نکلے ہر لفظ کو عبادت سمجھ کر پورا کیا جاتا ہے۔ اداروں میں ٹکراؤ نہیں ہے آیت اللہ کے احکامات کے مطابق ادارے اپنی حدود میں رہ کے کام کرتے ہیں۔ چوتھی اور آخری بڑی وجہ ایرانی قوم کی علم سے محبت ہے۔ ایران میں خواتین سائنس دانوں کی شرح مسلم دنیا میں سب سے زیادہ ہے۔ شرح تعلیم اسی اور نوے فیصد کے درمیان ہے۔ آیت اللہ کا انتخاب کرنے والی اٹھاسی رکنی کمیٹی میں کوئی ایک بھی رکن ایسا نہیں ہوتا جو کم سے کم تیس سال تک علم حاصل نا کرتا ہو۔ ان کےلیے لازم ہوتا ہے کہ دینی تعلیم کے ساتھ جدید عصری تعلیم میں اعلی ڈگریز لیں۔ وہ اٹھاسی علماء جائیدادیں اور بینک بیلنس نہیں بنا سکتے نا ان کے گھر والے بنا سکتے ہیں۔ عام درویش لوگوں کی طرح رہتے ہیں۔ اعلی عہدوں پر ترقی صرف قابلیت نہیں بلکہ قابلیت اور تقوی کی بنیاد پر دی جاتی ہے۔ قومیں ایسے بنتی ہیں، سات براعظموں میں دولت کے انبار لگا لینے سے قومیں نہیں بنا کرتیں۔

Etc etc etc. When the most powerful military has to go on a back foot and keep giving explanations then it’s better to accept defeat and stop being a bully. The world sees the American might on its nose to the ground.

Cluster munitions are banned under the Convention on Cluster Munitions. Israel has not signed that convention. Neither has the United States. Neither has Iran. The country appealing to international law is the same country that told the UN its rules don’t apply when you are strong enough ruthless enough and powerful enough. Netanyahu said evil overcomes good if you have enough power. Now he wants the UN to enforce the rules. For everyone else. Never stop connecting the dots.
