My point was Jotaro doesn't need to react to lightning if he can easily react to a cumulonimbus forming.
Which is why I specified intelligence checks as Jotaro would easily know what clouds those are.

@GoGoBadmanGo @toniotrendyfan @Kareshy_Oruta We can theorize about Weather's limitation, but if we take it at face value and assume it's the ability to recreate any natural-occurring weather phenomena, he can do all that and more.
Also Jotaro couldn't react to Pucci, whose speed was way below that of lightning.

@Sznurek @toniotrendyfan @Kareshy_Oruta The lightning aspect may be a difficult point for Jotaro but with time stop and reaction speed to catch a point blank bullet, I wouldn't say it's impossible.
Plus if Weather needs to strike with real lightning, it would probably visible by a small amount of gathering clouds.

Jotaro would struggle to find him in thick fog or heavy rain, he wouldn't be able to punch toxic gases away and he would still die to a lightning strike

Pretty sure the fight would be mostly intelligence checks so I think Jotaro have a higher chance to win.
