It's true that Bitcoin and Ethereum use non‑post‑quantum cryptography for transaction authorization, so basically for digital signatures, and not encryption (since the transactions are not encrypted). It's also true, technically, that gaining access to a private key from a public key is done not by decrypting but by deriving data. Brute‑forcing a private key is not feasible in the foreseeable future, even with quantum computers (Grover's algorithm's speedup is only quadratic, which is far from enough to make it an actual threat). HNDL stands for 'harvest now, decrypt later', so technically Bitcoin and Ethereum are not vulnerable to HNDL attacks in the strict sense because there is nothing to decrypt. BUT saying that the urgency is exaggerated is incorrect. While it's technically not HNDL, it's very close to that. It could be called “harvest now, attack later”, since malicious actors can collect a list of wallets with exposed public keys today and derive the private keys from them when sufficiently powerful quantum computers are available. According to @IonQ_Inc's roadmap, by 2029 they plan to ship commercially available quantum computers that are capable of breaking ECC. In my humble opinion, it's time to prepare for the quantum era now (yesterday)!
