What were the signals Olly Robbins was receiving from higher up that led him to make the bold call to waive Mandelson’s vetting? Had it been made clear that No10 wanted Mandelson, chequered past and all? Even if PM / FS didn’t know about the failed vetting, had they created the reckless motivation?

One of many problems for Starmer is that too many echoes of partygate. A PM who told the Commons, during PMQs, that something didn’t happen. Then we find out it did happen, but the PM says he didn’t know. Under those circumstances, Starmer called for Boris Johnson to resign.

Starmer will be relieved that the vibe among Labour MPs tonight seems to be that they believe the PM and blame the civil service. Both Chris Curtis and Barry Gardiner on @BBCNewsnight angrier with Foreign Office than Starmer, suggesting Olly Robbins should be the one to resign.

3 clear questions tonight - 1. who specifically in Foreign Office made decision to give Mandelson green light to become ambassador while knowing he'd not passed security vetting? 2. is there any evidence that contradicts No 10 assertion that no one in FCDO said anything ? 3. did no one in No 10 ask the fairly obvious Q about whether Mandelson passed security vetting ?

So the story seems to be that Olly Robbins - a career civil servant leading a dept that had warned against Mandelson's appointment - decided of his own volition to overrule the security services and to keep it a secret from ministers. Righto
