FROM, REPUBLIC OF BALOCHISTAN To, His Majesty King Charles Philip Arthur George III King of the United Kingdom Buckingham Palace London SW1A 1AA United Kingdom Dated: 18 May 2026 Subject: Appeal for the Renewal of Historic Treaties Between Balochistan and Britain and Recognition of Balochistan’s Independence Your Majesty, The Republic of Balochistan presents this letter to Your Majesty in the context of historical realities, mutual relations, and the evolving circumstances of the region. History bears witness to the fact that treaties existed between Balochistan and Britain in 1854 and 1876, concluded between the Khan of Kalat, Mir Khudadad Khan, and the British Government. The Treaty of 1854 was negotiated and concluded under the supervision of General John Jacob, who at that time served as the British Political Superintendent and Commandant on the Sindh frontier. Later, in 1876, the treaty was renewed under the supervision of Lord Lytton, Sir Robert Sandeman, and other British officials with the Khan of Kalat, Mir Khudadad Khan. These agreements were founded upon principles of defense, trade, and political cooperation, through which both states established relations based on mutual respect and collaboration. It is important to note that Balochistan has never terminated these treaties, nor has Britain formally revoked or annulled them. These historic agreements remain preserved in the cold archives of history, and the changing realities of the region today demand that Britain respect both the historical status and the spirit of these agreements. Your Majesty, The history of the Republic of Balochistan is deeply connected with the decisions and policies made during the British era in the Indian subcontinent. Balochistan was historically divided into three parts between present-day Pakistan, Iran, and Afghanistan during the colonial period. The drawing of artificial borders separated Baloch families, tribes, culture, language and homeland. The Goldsmid Line of 1871, imposed without the consent of the Baloch nation, divided Balochistan between British India and Persia (Iran), leaving permanent scars upon our people. We believe that these historical mistakes can only be morally and politically rectified through the leadership of Britain by your intervenetion, and therefore we respectfully urge the British Government to take a leading role in recognising Balochistan as an independent country. The historical record clearly establishes that from 1666 until 1839, the Khanate of Kalat existed as a sovereign and independent Baloch state with its own government, armed forces, and foreign relations, recognised by regional powers. In 1839, British forces invaded Balochistan during the First Anglo-Afghan War, dismantling the independent Baloch state and imposing colonial control. On 11 August 1947, Kalat formally declared its independence as a sovereign state legally separate from British India and refused to accede to Pakistan. However, in March 1948, Pakistan militarily invaded and annexed Balochistan by force, arrested the Khan of Kalat Mir Ahmed Yar, imposed martial law, and illegally ended the independence of Balochistan. Since 1948, the Baloch nation has risen five times in peaceful and armed resistance in 1948, 1958, 1962, 1973, and from 2000 until today. Each time, the response from Pakistan has consisted of military aggression, aerial bombardments, collective punishment, enforced disappearances, and the destruction of villages and civilian infrastructure. Your Majesty, According to Baloch sources and human rights advocates, between 200,000 and 300,000 Baloch civilians have been killed since 1948 during military operations carried out by Pakistani forces. More than 50,000 cases of enforced disappearances have been reported, where individuals are abducted by Pakistani military forces and intelligence agencies, subjected to torture, and later found dead under “kill and dump” policy of the Pakistani military. More than fifteen mass grave sites have reportedly been discovered across Balochistan. Two in the Totak area of district Khuzdar, the remains of over 160 Baloch victims were reportedly recovered from mass graves, intensifying fears regarding systematic abuses and extrajudicial killings. In October 2022, disturbing reports emerged from Nishtar Hospital in Multan, Punjab, where the remains of five hundred unidentified bodies were discovered on the rooftop of the hospital building. We were sure that many of the victims were forcibly disappeared Baloch individuals whose bodies showed signs of torture and organ removal. Baloch families demanded Pakistan government for DNA testing and independent forensic investigations so that the victims could be identified and returned to their loved ones with dignity. However, no transparent investigation was conducted, and the identities of the victims were never officially disclosed. Many Baloch families continue to live in uncertainty, without truth, accountability, or closure regarding their hostages loved ones. The people of Balochistan continue to face systematic denial of education, healthcare, and basic human services despite having immense natural wealth. Pakistan under the barrel of the gun had been looting and plundering the Balochistan’s national wealth and resources such as natural gas, gold, copper, and mineral resources but the citizens of Balochistan are deprived of their own resources. Furthermore, projects such as Gwadar Port and the China-Pakistan Economic Corridor (CPEC) have resulted in the displacement of local populations, confiscation of ancestral lands, demographic concerns. Your Majesty, Pakistan also conducted six nuclear tests in the Ras Koh mountains of Chagai, Balochistan. Even after twenty-eight years, the local Baloch population, environment, and surrounding areas continue to suffer from the long-term effects of radioactive contamination and nuclear exposure. On 28 May, the Free Balochistan Movement in London is organising a protest demonstration against Pakistan’s nuclear tests and the devastating consequences imposed upon the Baloch people and environment. At the very moment we are writing this letter, tensions and conflict between the United States and Iran continue to dominate international politics, with global powers attempting to prevent Iran from acquiring nuclear weapons capability. However, throughout this entire period, Europe, the United States, and much of the international community have largely remained silent regarding Pakistan’s stockpile of more than one hundred nuclear weapons. Today, the Republic of Balochistan believes that the time has come for Britain and Balochistan to reorganize their historic relations according to the requirements of the modern era, and to upgrade these agreements with new clauses and new dimensions in accordance with contemporary political, commercial, diplomatic, and defense principles. Balochistan has declared its independence, and historically Balochistan was never a constitutional part of Pakistan. No one understands this reality better than Britain, because Britain ruled both the Indian subcontinent and Balochistan. The resistance against British rule in both lands remains part of history. After Britain’s withdrawal from the subcontinent, the hostility between Britain and Balochistan effectively came to an end. Unfortunately, however, Balochistan was placed under the control of a newly created and artificial state called Pakistan, against which sixty millions of Baloch people continue to resist politically, diplomatically, intellectually, and militarily. The Republic of Balochistan respectfully requests that, in view of the better future of the region, the friendly relations between Britain and Balochistan, and mutual commercial and defense necessities, Britain must recognise the independence of Balochistan. Furthermore, permission should be granted for the establishment of a Balochistan Embassy in Britain so that formal diplomatic relations may be established between both nations. The Republic of Balochistan also believes that positive and constructive relations with Balochistan can play an important role in countering extremism, destabilising policies of Pakistan, and insecurity in the region, and may help save South Asia and Middle East from further chaos and conflict. The Republic of Balochistan: Pakistan’s Army is a “Paper Tiger” and Has Already Been Defeated by the Baloch Nation 17 May 2026 The Republic of Balochistan strongly reacts to the threats and pressure issued by Pakistan’s military establishment, describing it as the behavior of a weak entity seeking cheap publicity and pretending to be a “paper tiger,” attempting to conceal its internal destruction and decline through aggression and the spread of fear. The Republic of Balochistan warns Pakistan to refrain from threatening our neighboring countries in the future. The Republic of Balochistan appreciates the recent statement made by the Army Chief of neighboring India, in which he said: “If you had listened to me earlier, I had already stated that if Pakistan continues to shelter terrorists and continues operations against India, then it will have to decide whether it wants to remain part of geography or become part of history.” The Republic of Balochistan considers this statement by the Indian Army Chief to be farsighted, timely, and reflective of the growing awareness in the region. Sustainable peace in South Asia and the Middle East cannot exist alongside Pakistan’s state-sponsored extremism and its financial, technical, and military support for militancy. The Republic of Balochistan’s principled position is that Pakistan and terrorism are no longer separate realities. Pakistan and terrorism are inseparable two sides of the same coin. For the eradication of terrorism, the removal of Pakistan from the map has now become unavoidable. Pakistan’s pattern has always been that it never learns lessons from history. Even after losing Bangladesh, it did not abandon its reliance on extremism and proxy wars. More than five decades later, Pakistan still uses militancy as a strategic instrument of state and foreign policy. Extremist organizations nurtured under the patronage of the Pakistani military operate directly under the sponsorship, protection, financial and military assistance, and strategic guidance of the Pakistani state. In this regard, during Operation Sindoor, Pakistan’s Defense Minister Khawaja Asif stood on the floor of the assembly and openly described militants active against India as Pakistan’s “first line of defense.” Such admissions expose the reality that extremism has become an institutionalized part of Pakistan’s security and foreign policy doctrine. The world must support the Republic of Balochistan’s position that Pakistan is not a natural nation-state, but rather a military structure sustained through coercion, external patronage, and artificial conflicts. Pakistan’s military establishment has historically functioned as a rented military system serving external geopolitical interests. Pakistan is not a state or a country, but a buffer zone, and its army is an armed militia and a gang engulfed in social evils. Pakistan, now a hub of terrorism in the region, acquired nuclear capability through centrifuges stolen from Europe and is now using instability as a tool of global blackmail. The Republic of Balochistan strongly urges all regional and global powers to decide on taking practical action against Pakistan, the real force responsible for instability in South Asia and the Middle East. Balochistan, Afghanistan, and India have all suffered for decades from cross-border terrorism, proxy wars, and strategic instability linked to Pakistan’s military strategy. Besides us, the former Soviet Union, the United States, and NATO have also suffered the consequences of extremism sponsored by Pakistan, yet they prioritized short-term geopolitical interests over long-term regional stability. The Republic of Balochistan firmly states that the international community must recognize that the illegal inclusion of Balochistan into Pakistan brought neither peace nor prosperity. Instead, it resulted in decades of war, instability, economic destruction, militarization, and regional insecurity. Pakistan undeniably operates as a conflict-brokering and military proxy structure whose survival depends upon perpetual crisis and confrontation. The region cannot endure endless wars, but it is equally true that the region can no longer afford to ignore Pakistan’s terrorism. The Republic of Balochistan assures India, Afghanistan, and other like-minded countries that Balochistan’s coastal regions, airspace, and land routes will no longer remain available for Pakistan’s military and strategic use. The era has now passed in which Pakistan systematically concealed Balochistan’s geostrategic importance, trillions of dollars worth of natural gas, gold, silver, uranium, oil, and other minerals, as well as its national identity and regional reality from the international community, while using Balochistan’s ports, airbases, coastline, and trade corridors for military operations and activities harmful to regional and global security. Balochistan has accelerated the recruitment process for its land, air, and naval forces. On the floor of the Senate, Senator Sadiq Umrani himself expressed frustration and publicly exposed the failure of the Pakistan Army, admitting the erosion of Islamabad’s writ and control in Balochistan. These are not claims made by Baloch nationalists alone, these are confessions coming directly from the Pakistani state structure itself. The international community, the United Nations, and democratic nations across the world must now recognize the Republic of Balochistan as a legitimate political and national reality. At the same time, the same forces raid Baloch hostels, storm university campuses, confiscate books, harass students, abduct educated Baloch youth, and silence every voice that speaks of knowledge, dignity, and freedom. They fear the educated Baloch more than anything else, because a nation that reads cannot be enslaved forever. The occupier wants to radicalize our children with guns, fear, and propaganda. But the Republic of Balochistan chooses a different path the path of books, education, humanity, and resistance against oppression. We do not want our children to grow up carrying rifles through destroyed streets. We want them carrying books into universities. We want them becoming doctors who heal the wounded, engineers who rebuild our homeland, lawyers who defend justice, teachers who awaken minds, and humanists who stand for peace and dignity. Every book given to a Baloch child is an act of resistance against occupation. Every student who continues studying despite raids, arrests, disappearances, and intimidation is proof that the Baloch nation refuses to surrender its future.
