City's punishment should be exactly as @elliemolloson said: point deductions every season & for the length of time they broke the rules to avoid promotions back up.
Financial penalties should be equally crippling, so it impacts their ability to spend season & season so that they can't buy their way back up either. Simple.
You have to consider punishments for other clubs. Leicester 6 points, 1 breach. Forest 4 points, 1 breach. Everton, 6 points, 1 breach / 2 points, 1 breach.
Not only that, but the types of breaches & charges City are facing, some of which are far more serious than what other clubs have been punished for.
68 of those charges span a decade & represent serious financial fraud, far worse than other clubs. Stack it with the other charges? A monumental punishment.
