It was already illegal in Louisiana under the crime against nature law RS 14:89.3. The vote was to make a ban against the act itself, separating it from sodomy (which is unenforceable since Lawrence v. Texas 2003). The ban was passed in 2018. Bestiality is illegal in 50 US states

Their stated reason: they were concerned that separating the bestiality provision from the anti-sodomy provision would weaken the state’s anti-sodomy law. The anti-sodomy law was already unconstitutional. Had been for 15 years at the time of the vote. Couldn’t be enforced. Still on the books.
