→ Every export control we tightened narrowed the capability gap rather than widened it. We are forcing China to innovate and reduce dependence on America.
→ Playing the wrong game: We think we’re in a Prisoner’s Dilemma. The real game is a Stag Hunt. And we are betting the country chasing the stag alone while China quietly collects the hares and diffuses its AI across its economy and the world.
