Platonists don't have to be syncretists that is entirely on the individual and his or her choice. You can worship the Germanic gods entirely in the Platonic vehicle without a single glance outside of the Germanic Pantheon. The cosmos is full of gods. We all acknowledge this.

Een belasting is zelden alleen een belasting. Ze verandert prikkels. En zodra prikkels veranderen, veranderen investeringen. Dat lijkt nu zichtbaar te worden in New York onder Mamdani. De tweede fase van Hudson Yards, een project met een waarde van ongeveer 3,6 miljard dollar, dreigt stil te vallen nadat de beoogde ankerhuurder zich heeft teruggetrokken. Voor buitenstaanders lijkt dat slechts een vastgoednieuwtje. In werkelijkheid laat het zien hoe één beleidswijziging zich door een hele economie kan verspreiden. Megaprojecten worden niet gefinancierd omdat ontwikkelaars optimistisch zijn. Banken verstrekken miljarden omdat een groot deel van het gebouw vooraf is verhuurd aan financieel sterke bedrijven die zich voor tien tot vijftien jaar vastleggen. Zo’n ankerhuurder maakt het risico voor financiers beheersbaar. De onderhandelingen over Hudson Yards liepen al bijna twee jaar toen de nieuwe regering van burgemeester Mamdani een extra belasting invoerde voor grote bedrijven die een substantieel deel van een nieuw kantoorgebouw huren. Het doel was hogere belastinginkomsten en een grotere bijdrage van grote ondernemingen aan stedelijke infrastructuur. Op papier lijkt dat redelijk. In de praktijk veranderde de volledige rekensom van het huurcontract. De totale kosten over de looptijd namen met honderden miljoenen dollars toe. De huurder trok de intentieverklaring in. Daarmee verdwijnt niet alleen één huurder. De financiering van het project moet opnieuw worden beoordeeld. Bouwactiviteiten worden uitgesteld. Aannemers kunnen personeel niet langer voor jaren inplannen. Gespecialiseerde ingenieurs die juist voor dit project zijn aangenomen, weten niet of hun werk over drie maanden of over drie jaar wordt hervat. Onderaannemers stellen investeringen uit. Winkeliers en horeca die zich op duizenden toekomstige werknemers hadden voorbereid, moeten hun plannen opnieuw maken. Iedere stap veroorzaakt een volgende stap. Dat is precies waarom economen spreken over tweede- en derderonde-effecten. De overheid ziet de belastingopbrengst. De markt reageert op alle gevolgen die daarna ontstaan. De gemeente rekende op ongeveer 85 miljoen dollar extra belastinginkomsten per jaar. Daar tegenover staat een project van 3,6 miljard dollar waarvan de financiering nu onder druk staat, duizenden bouwbanen die onzeker worden en toekomstige belastinginkomsten die misschien nooit ontstaan omdat de economische activiteit zelf kleiner wordt. Wie midden in langdurige onderhandelingen de spelregels verandert, moet er rekening mee houden dat partijen opnieuw gaan rekenen. En soms is de conclusie dat investeren elders aantrekkelijker is. Dit is geen uitzonderlijk Amerikaans verhaal. Overheden verhogen regelmatig de lasten op kapitaal, vastgoed of ondernemingen in de verwachting dat investeringen vanzelf blijven komen. Alsof kapitaal een statische bron van inkomsten is. Maar investeringen zijn geen natuurverschijnsel. Ze zijn het resultaat van verwachtingen over risico, rendement en vertrouwen. Vertrouwen bouw je in jaren op. Je kunt het met één beleidswijziging ondermijnen. Dat is de werkelijke les van Hudson Yards. De overheid denkt dat zij de economie stuurt. In werkelijkheid reageert de economie op de prikkels die de overheid creëert. Belast productieve investeringen zwaarder en je krijgt er minder van. Dat is geen ideologie, maar economische logica. De markt stemt uiteindelijk met haar voeten. Kapitaal vertrekt. Ondernemers volgen. Werknemers betalen de prijs. Wordt New York het nieuwe Detroit? We gaan het zien.
