Kind of. It does not need Telcoin to run one part of its offering- the fiat on/off ramp that bridges wallets and bank accounts. There will be a small fee assocaited with that I assume- $1 or something low- and techincally it could be in eUSD. But the network runs on $tel. Telbank can't control that. $tel association does.
