I wish to express my profound appreciation for the privilege, which you have bestowed on me, of leading our great party, the African Democratic Congress, into the next elections as its Presidential Candidate. I am truly humbled and excited by this singular honour. We demonstrated that while democracy is being strangled and squashed by the ruling party and its oppressive and anti-democratic government, democracy is alive and well in the African Democratic Congress. In our party, members are allowed to express their views, to have ambitions and to contest for elective positions in a free, fair and transparent process. Our great party is a coalition built through hard work, immense sacrifices and compromises, guided by our determination to rescue our country’s democracy which is facing its greatest threat since the return to democratic rule in 1999. As I speak, virtually all opposition political parties in the country have leadership crisis engineered by the APC government, the INEC and elements in the judiciary. And opposition figures continue to be harassed and intimidated, including those languishing in detention, such as Mallam Nasir El-Rufai who distinguished himself as a public servant, including as a Minister and two-term Governor of Kaduna State. He has been in detention for three months despite court orders granting him bail. He has been denied the right to celebrate two important religious holidays with his family in addition to being denied the opportunity to be by his mother’s side as she took her last breath. All because he is a leading opposition figure! This kind of cruelty must stop. The government continues to harass, intimidate and coerce opposition politicians to join the APC using the security agencies as well as the agencies which were set up by a previous government to fight corruption. Under this government, once a person joins the APC, the harassment ceases and the charges against them magically disappear. This abuse of power must stop. Great care was taken to ensure that due diligence was done in the process of forming this coalition. Yet the government and the INEC continue to undermine it, even trying to deregister it. Let me warn that any further attempt to interfere in the affairs of the party by the Presidency, INEC and judiciary will be fiercely resisted. Enough is enough. I congratulate my fellow contestants for this ticket to represent our great party in the elections scheduled for early next year. I know that you are driven by your patriotism and commitment to a better Nigeria and improved life for our people. I know that, like me, you are deeply concerned about the rapid descent of our country into economic disaster, catastrophic insecurity, extreme nepotism, political intolerance and the drive towards a one-party state by the current government and its party. I thank you for your healthy participation in this democratic process. I must state at this juncture that this is not the time to celebrate. No one was defeated because we are one party and we all need to recognise the fierce urgency of the moment. Therefore, we have to unite, as we pledged before this process, to work to pull our country and our people out of the destructive grip of a corrupt, incompetent and polarising APC government. I thank the primary elections Committee for organising peaceful, free, fair and transparent primaries. I thank the various leadership organs of our party, the various stakeholders, and volunteers for their hard work and dedication and all our party members and supporters for their efforts, patience and conduct during the process. With the primaries behind us, the real hard work is about to begin. We have to prepare to campaign hard to win the next general elections in order to begin the difficult process of rescuing our country and its long-suffering people from this government.

Governor Zulum made the commitment on Monday during the All Progressives Congress, APC, Senatorial District Primary Election for Borno Central, in Maiduguri. The governor also commended President @officialABAT for choosing Senator Kashim Shettima as Vice President of the Federal Republic of Nigeria, describing the decision as a great honor to the people of the state. “Let me begin by extending a profound appreciation to the President of the Federal Republic of Nigeria, President Bola Ahmed Tinubu, GCFR, for all the support that he has been rendering to our great party and indeed the government and people of the state and for him to choose one of our own, Senator @KashimSM Shettima, as the Vice President, we remain eternally grateful to him,” Zulum stated. He assured the President of overwhelming support from Borno State ahead of the next presidential election. “Insha Allah, the people of Borno State will vote for President Bola Ahmed Tinubu for a second term,” the governor declared. Zulum also endorsed Senator Kaka Shehu Lawan for another term as Senator representing Borno Central Senatorial District in 2027. “Today, it has been affirmed that Senator Kaka Shehu Lawan will return as Senator for Borno Central come 2027, Insha Allah,” he said. The governor called on party supporters and the electorate to remain united and to support APC candidates at all levels. Chairman of Borno State Senatorial District Primary Elections Committee, Jones Ode Erue, hailed the rancor-free process of all the primary elections conducted in the state. He commended Governor Babagana Umara Zulum for providing a level playing field and ensuring the exercise was conducted smoothly. According to him, since the candidate for Borno Central senatorial district, Senator Kaka Shehu Lawan, is unopposed, his candidacy was affirmed by voice vote. “We have a single candidate, so what we will do is affirmation in compliance with the electoral Act and the APC Constitution,” Esue said. “By the powers vested in me as Chairman of Borno State Senatorial District Primary Election Committee, I, Prophet Jones Ode Erue, hereby declare, affirm, and present Senator Kaka Shehu Lawan, having satisfied the constitution of the APC, as the duly returned candidate for Borno Central District,” he declared. Senator representing Borno Central and APC Senatorial candidate, Senator Kaka Shehu Lawan, SAN, accepted the party's candidacy and promised his constituents that he would serve diligently. To: His Excellency, Bola Ahmed Tinubu (GCFR) President and Commander-in-Chief of the Armed Forces, Federal Republic of Nigeria And To: The United Nations High Commissioner for Human Rights (OHCHR), @UN The United Nations Human Rights Council (UNHRC), The Delegation of the European Union to Nigeria and ECOWAS, @ECOWASParliamnt The Embassies and High Commissions of the Diplomatic Community in Nigeria, SUBJECT: URGENT APPEAL AGAINST INSTITUTIONAL LAWLESSNESS, CUSTODIAL TORTURE, AND HUMAN RIGHTS VIOLATIONS IN THE DETENTION OF MALAM NASIR EL-RUFAI Your Excellency, Distinguished Representatives of the United Nations, and Members of the Diplomatic Corps, We are compelled to write this open letter to draw the immediate attention of the federal government of Nigeria and the international community to a dangerous escalation of state-sponsored trauma, institutional overreach, and the systematic erosion of constitutional safeguards surrounding the ongoing three-month detention of the former Governor of Kaduna State, Malam Nasir El-Rufai. What began under the guise of statutory anti-corruption inquiries has rapidly devolved into a coordinated campaign of psychological and soft torture, punctuated by an alarming disregard for the rule of law and basic human decency. I. The Weaponization of Custody: Denial of Medical Care and Sustenance. A democracy is defined by how it treats those within its penal systems. Recent events inside the detention facilities of the Independent Corrupt Practices and Other Related Offences Commission (ICPC) have raised severe alarm across Nigeria: A. Defiance of Court Orders! On Friday, May 15, 2026, ICPC operatives actively blocked Malam El-Rufai’s personal physician from accessing him to review critical medical tests. This direct obstruction openly flouts a clear, standing judicial directive granting him unrestricted access to his medical team. B. Arbitrary Curfews on Human Sustenance! Security personnel turned away his wife, Aichatou, who had brought him his evening meal, citing an arbitrary, unwritten institutional curfew. Denying a detainee access to their family doctor and family-provided nutrition crosses the line from lawful detention into deliberate, state-sanctioned malice. C. Fears of Poisonous Substances! Given these restrictive measures, deep anxieties have escalated regarding the victim’s safety and health under custody, an alarm previously sounded by political commentators and the victim himself. II. The Preemptive Threat: Shuffling Custody as a Tool for Soft Torture! We are raising an immediate, preemptive alarm regarding credible, underground intelligence indicating plans by the authorities to abruptly transfer Malam El-Rufai from the ICPC to the custody of the Department of State Services (DSS). Violations of Section 35 & 36 (1999 Constitution). Having already been arraigned before the Federal High Court and Kaduna State High Court, El-Rufai's case is strictly sub judice. To shuffle a citizen between security agencies to enforce an indefinite administrative detention, especially after nearly 90 days in custody is a flagrant abuse of power. It constitutes a psychological carousel of custody explicitly designed as soft torture to break the detainee's spirit outside the boundaries of formal trial. III. The Weapon of Secondary Trauma: Orchestrated Raids on Family Homes. Compounding this state-led intimidation are imminent plans by armed security operatives to conduct invasive raids on the private residences of Malam El-Rufai’s wives. A. Section 37 (Right to Private and Family Life)! The Nigerian Constitution explicitly guarantees the sanctity of the home and family life. For three months, El-Rufai’s wives and children have borne the heavy emotional burden of his detention without bail, a trauma compounded by the recent passing of his elderly mother.
