国内真的经济下行了啊。 昨晚在北京五道口的一家猫咖，朋友给点了一个猫娘，叫 Neko ，说是海淀某校的大学生，组里经费困难所以出来兼职。本来以为是套话，加了微信发现朋友圈全是 Paper Talk、改代码跑到半夜的截图，还有好几张国家奖学金的证书照。 她一边给猫梳毛一边说，一般下了晚课实验挂好刚好来猫咖上班，第二天如果有早八 or 组会就不排班，专业课绩点不敢往下掉，因为想冲港三新二的 AI PhD，SOP 里最看重的就是学术底子。我问她学什么的，她说学 AI 的，我于是问她目前工作的核心 idea 是什么，她手指还在挠猫下巴，张嘴就给我讲了 memory, agentic RL 和 continual learning，还顺手拿桌上的糖包摆了个简单的 workflow。 然后我端起咖啡敬了她一杯，走的时候在账单上多加了 200u 小费。莫欺少女穷！努力的猫娘，即使在猫咖，却也是闪闪发光。

绝大部分Social programs 能不能做，怎么做，给多少钱都是州政府/议会 说了算。 郡政府这方面事实上没有什么权力和异议权。（当然很多东西要看联邦政府和法院脸色）
