#AccessToInformation in Practice: An Analysis of Information Requests filed by select citizens in Uganda 2025 As we mark #IDUAI2025, the Africa Freedom of Information Centre (AFIC) releases new data analyzing citizens’ Access to Information (ATI) requests submitted to Uganda’s ministries, departments, and agencies between 2018 and 2025, with a special focus on this year. The findings are sobering: 🔹 Only 9.7% of ATI requests received responses. 🔹 On average, responses took 56 days (1.8 months) — far beyond statutory timelines. 🔹 Most requests were redirected or went unanswered, exposing persistent barriers to citizens’ right to know. Citizens continue to seek information on issues that matter most — public procurement, health, land and natural resources, governance, finance, and elections — demonstrating a strong demand for accountability and transparency in how public resources are managed. While a few institutions show responsiveness, the overall data points to systemic non-compliance with the Access to Information Act (2005). Strengthening information disclosure is not only a legal duty — it’s essential for trust, citizen participation, and environmental justice.
