I remain deeply concerned by reports, and by urgent representations from those affected, regarding the actions taken by Pakistan’s Capital Development Authority at One Constitution Avenue, Islamabad. It is reported that, at midnight residents, including a number of British nationals who have lawfully invested their life savings in these properties, were instructed, door to door, to vacate their homes within hours. Accounts from residents describe scenes of fear, confusion, and significant hardship, as families were given little time to secure alternative accommodation or protect their belongings. I recognise and respect the authority of the State of Pakistan and its courts. However, whatever the merits of the underlying dispute between the regulator and the developer, innocent thirdparty purchasers — families owners, British investors including 120 foreign investors acting in good faith should not be subjected to collective punishment. This situation raises serious humanitarian and reputational concerns undermining confidence in a secure and predictable environment for British and other foreign investment in Pakistan. I am grateful to Prime Minister of Pakistan @CMShehbaz his Cabinet @PakPMO engaging with this issue, and such attention is welcome. However, it remains imperative that, where the rule of law is in question, innocent individuals — including many with close ties to the United Kingdom 🇬🇧— are not left bearing the consequences. I therefore urge the Government of Pakistan @MohsinnaqviC42 to ensure this matter is handled in a humane, transparent, and lawful manner, including: • Clear communication of the legal basis for actions taken, including the provision of the written judgement and official notices; • A formal mechanism through which bona fide ownership rights fully protected. • A clear and credible pathway to safeguard the interests of British and other 120 foreign investors. Where any irregularities have occurred, accountability must of course be pursued through lawful means. But justice must be targeted and proportionate — it must not come at the expense of innocent families and over 120 foreign investors who have acted in good faith.
