Tribunal Orders Anele Mdoda’s Husband to Repay Over R14 Million in PPE Contracts The Special Tribunal has ordered Bonelela “Buzza” Mgudlwa, husband of Anele Mdoda, and his business partner Katleho Mokonyane, daughter of ANC First Deputy SG Nomvula Mokonyane, to repay more than R14 million linked to irregular COVID-19 PPE contracts. In a judgment delivered on 25 March 2026, Judge David Makhoba ruled that two contracts awarded to their company, Tark Group Pty Ltd, by the Mpumalanga Department of Health were unlawful, constitutionally invalid, and void from the outset. The tribunal found that procurement processes were bypassed and that the company failed to meet key compliance requirements. The Special Investigating Unit (SIU) revealed that the department paid over R14.3 million for medical jumpsuits and surgical masks, despite the supplier lacking proper accreditation at the time and failing to disclose potential conflicts of interest. In a significant move, the tribunal pierced the corporate veil, holding both Mgudlwa and Mokonyane personally liable after finding they acted fraudulently and dishonestly in securing and executing the contracts. They have been ordered to repay the full amount, forfeit any profits, and cover the SIU’s legal costs. The case forms part of the SIU’s broader efforts to recover public funds lost through irregular procurement during the COVID-19 pandemic. No criminal charges have been announced in relation to this matter.

While millions of South Africans suffered, lost jobs, and died during the COVID-19 pandemic, billions in public funds were looted through shady PPE and emergency tenders. @nomvulamoko_ ’s family circle was right at the centre of it. Just last week, the Special Tribunal delivered a massive blow: On 25 March 2026, Judge David Makhoba ruled that two COVID-19 contracts awarded by the Mpumalanga Department of Health to Tark Group Pty Ltd (formerly Tuwo Rhodesia) — co-owned by Nomvula’s daughter Katleho Mokonyane (34) and her business partner Bonelela “Buzza” Mgudlwa (43) — were unlawful, constitutionally invalid, and void from the very start. The contracts were for medical jumpsuits (R13.297 million) and 60,000 surgical masks (R1.08 million) — total over R14.3 million paid by the state. The @RSASIU proved there was NO competitive bidding, the company bypassed proper bid committees, wasn’t even properly on the supplier database, lacked SAHPRA accreditation at the time, and failed to disclose serious conflicts of interest (including Katleho’s direct family link to senior @MYANC leader Nomvula Mokonyane). The Tribunal pierced the corporate veil, found “fraudulent and dishonest conduct,” and ordered Katleho and Buzza to personally repay the FULL amount plus the SIU’s legal costs.... And that’s not all. Earlier, the same company scored a R2.7 million soap tender for Gauteng Health. Investigators found it was massively overpriced (by more than R1.1 million). Nomvula Mokonyane herself stepped in and paid R1.6 million from her own personal bank account to help Tuwo Rhodesia deliver the 200,000 soap bars. That’s roughly R17 million in quantified irregular COVID-era funds directly linked to Nomvula Mokonyane’s inner circle. The SIU is busy recovering the money through civil cases at the Special Tribunal — but where is the criminal accountability? No arrests. No charges. No handcuffs. Just “pay back the money” while those connected to power walk free. This is exactly why ordinary South Africans are furious. Public funds meant for masks, sanitiser, and saving lives ended up lining connected pockets. South Africa deserves real justice, not endless civil recoveries that never touch the politicians.
